Job Summary
This position is located within the Department of Health Care Finance (DHCF), Office of the Chief Operating Officer. The incumbent serves as a subject matter expert in the areas of staffing, recruitment, labor and employee relations, compensation, classification, benefits, payroll and human resources information technology. The position requires a high degree of independence and confidentiality providing personnel and management advisory services in support of programmatic operations goals and objectives.
Duties and Responsibilities
Interprets personnel rules, policies and procedures that affect DHCF's operations and provides advice and counseling to management staff regarding sensitive personnel issues. Reports and makes recommendations concerning approval or disapproval of requests for various personnel actions.
Ensures the timely and accurate processing of personnel action requests inclusive of recruitment, promotion, reassignment, adverse actions with follow through in accordance with established department and personnel policies, procedures and requirements. Assists in the administration of the performance standards and performance appraisal program, ensuring adherence to the documentation and scheduling requirements. Ensures full compliance with developing and carrying out EEO efforts regarding staffing, promotions, detail assignments, employee awards and employee development programs.
Recommends solutions to the most complex recruiting, staffing, position management and labor/employee relations issues. Coordinates and/or participates in the investigation of general personnel problems, such as formal and informal discrimination complaints, and ensures prompt solutions.
Directs workforce planning through constant communication and awareness of the anticipated needs of the organization in accordance with the requirements prescribed by the DC Office of Human Resources. Utilizes the District's human resources information system (HRIS) to provide a variety of regular and ad hoc reports.
May provide technical assistance to others in the use of the system. Enters personnel actions into PeopleSoft and reviews all personnel actions for accuracy, completeness and compliance with personnel policies and procedures. Keeps abreast of concepts and trends in overall human resources administration, labor relations, equal employment opportunities, and employee relations. Performs other related duties as assigned.

Residency Requirement: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
