Minimum Qualifications No exam is required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS*) Program. Applicants must meet the NON-COMPETITIVE MINIMUM QUALIFICATIONS listed below to qualify for this title.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

For Trainee 1, you must have a bachelor's or higher degree.

For Trainee 2, you must have a bachelor's or higher degree and one year of professional human resources experience.

For appointment to a Human Resources Specialist 1, Grade 18, you must have a bachelor's or higher degree AND two years of professional human resources experience. Or a master's or higher degree in a related field AND one year of professional human resources experience.

55-b/c CANDIDATES:

Candidates who are currently eligible, who meet the qualifications listed in the Non-Competitive section above are encouraged to apply. If interested in this position and applying using your 55-b/c status, please provide a copy of your current 55-b/c eligibility letter.

PCO CANDIDATES:

TRANSFER:

Current New York State employee with one year or more of permanent, competitive or 55-b/c service as a Human Resources Specialist 1, Grade 18; OR current New York State employee with one year or more of permanent, competitive, or 55-b/c service in a qualifying title and eligible for transfer under section 52.6, 70.1, or 70.4 of the Civil Service Law.

  • Successful completion of the two-year traineeship leads to appointment as Human Resources Specialist 1, Grade 18.

Duties Description The Human Resources Specialist 1, Grade 18, will work in the Human Resources Management (HRM) Section of the Office of Administration (OA), and will perform duties that include but are not limited to:

  • Preparing or assisting in the preparation of requests related to examination planning, consistent with Department goals. Collaborating with Civil Service to review qualifications, exam formats, questions, and style format.

  • Developing and/or reviewing requests for new positions, reclassifications, reallocations, earmark releases, and other related matters. Conferring with Program Staff, Department of Civil Service, and Division of Budget representatives to further explain and support such classification proposals.

  • Processing appointment, promotion, transfer, and reassignment transactions for Department employees.

  • Collaborating with Department staff as well as external entities such as Civil Service, Division of Budget, Office of Diversity and Inclusion Management, Business Services Center, and the Office of Employee Relations to ensure the Department is meeting all requirements and remains in compliance with laws, policies, and procedures governing HRM.

  • Maintaining effective procedures to ensure the timely submission of probationary performance evaluations and for annual employee work performance ratings and programs. Reviewing employee evaluations to identify any problems.

  • Collaborating with Department managers to address labor relation concerns and assisting senior staff with employee relations activities within the parameters of the law and negotiated contracts.

  • Developing effective working relationships with program managers and staff for effective accomplishment of program and Department priorities.

Additional Comments The primary mission of the New York State Department of Public Service (DPS or Department) is to ensure affordable, safe, secure, and reliable access to electric, gas, steam, telecommunications, and water services for New York State's residential and business consumers, at just and reasonable rates, while protecting the natural environment. The Department also seeks to stimulate effective competitive markets for clean, renewable, and distributed energy resources that benefit New York consumers, as well as product and service innovations.

  • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a noncompetitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
