WHAT IS THE TS - TAXPAYER SERVICES DIVISION?

Vacancies will be filled in the following specialty areas: Taxpayer Services, Operation Support, Capital Management & Oversight, Talent Recruitment.

The following are the duties of this position at the full working level:

  • Provides authoritative advice, consultation, and technical assistance to management at all levels within the serviced organization on the full range of personnel management/HR program issues. Program areas include recruitment/staffing, position management/position classification, employee relations, labor relations, employee development, performance management/career development, compensation, and/or other personnel management programs. Management advisory services may include, but are not limited to, three or more of the following areas:

  • Devises innovative and aggressive recruitment strategies that enhance and stimulate recruitment sources, even for the most hard-to-fill positions.

  • Identifies and services short/long range staffing needs; applies standard as well as novel principles, practices, and techniques in servicing and advising on all facets of the merit promotion process.

  • Analyzes/recommends improvements for organizational design, workflow, span of control, position structures, grade alignments, excessive layering, etc., in full consideration of sound position management/classification principles as well as other impacted personnel specialties.

  • Develops creative and effective approaches for addressing problems of employee morale, turnover, working conditions, and productivity.

  • Provides authoritative guidance in the administration of all aspects of the labor contract and in advising management on the most effective means for establishing/maintaining constructive work relations with the union.

  • Serves as consultant to management in designing and creating employee/career development programs using the latest and most effective methods, techniques, and principles.

  • Provides the full range of advice regarding performance appraisal processes, policies, and requirements; creates effective approaches/systems for adoption by management in exercising performance management responsibilities.

  • Serves as technical authority and advisor on the full range of regulatory and policy matters relative to the Incentive Awards Program; uses ingenuity in devising effective methods or tools for the recognition and motivation of employees.

  • Resolves extremely complex and difficult problems encountered or referred from others within assigned program areas. Analyzes situation presented and issues involved; assesses management needs and/or concerns; and develops alternative methods acceptable to management while maintaining conformance to established guidelines and policies.

  • Proactively identifies program needs and requirements of management. Independently initiates and performs a wide range of support activities designed to provide those personnel services necessary for management to achieve operational goals and objectives. Develops creative approaches and/or resourceful courses of action in servicing management needs.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Experience assisting customers, management and/or Executives on a wide range principles, practices, and advisory services, part of a Human Resources (HR) specialization such as, but not limited to, HR Systems, Compensation, Classification, Recruitment, Employee Benefits, Organizational Development, Performance Management and Employee Labor Relations.

  • Experience conducting extensive research and fact-finding for a variety of recruitment and staffing analytical studies and projects, using the data results to make recommendations and support actions to management and executives.

  • Experience serving as a program/project leader providing advice on personnel management issues and special projects.

  • Experience demonstrating communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature.

  • Experience implementing recommended changes and evaluating the results.

  • Developing and presenting technical information, guidance, and training to employees on a variety of Recruitment and Placement topics.

  • Experience utilizing HR information systems (e.g., HR Connect, USA Staffing, Career Connector) to resolve errors, verify data, and quality review.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
