Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Strategy Human Capital Data Management and Technology

The following are the duties of this position at the full working level.

  • Knowledge of, and skill in applying, a wide variety of HR concepts, laws, regulations, principles, and practices to the design of HR systems, as well as expert skills in higher-order application development tools and mark-up languages.

  • Knowledge of HR systems that employ advanced specialized technologies, including off-the-shelf software, web development and authoring tools, streaming technologies, network and database management, and computer programming used for customized web applications in order to design, develop, and maintain HR systems, provide expert technical advice, guidance and recommendations to management and other technical specialists on issues/problems in the areas of applications software and Internet technologies.

  • Knowledge of HR technologies and their application in order to identify and improve the IRS human strategic talent management processes and to formulate a vision that anticipates future requirements and capabilities for the agency's technology-based HR services.

  • Knowledge of project management principles and methods sufficient to develop plans and schedules, estimate resource requirements, define deliverables, monitor activities, and to evaluate and report on accomplishments.

  • Knowledge of the IRS mission, organizational structure, business processes and strategic goals/objectives and balanced measures sufficient to assess and evaluate the effectiveness of products/services provided.

  • A 1-year probationary period is required.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-13: To qualify for the GS-13 level you must have at least one year of specialized experience equal to the GS-12 level in the Federal government including: Experience applying a wide range of advanced human resources or other business standards, regulations, concepts, and practices. Knowledge of HR automated systems (i.e., HR Connect, USA Staffing) and other business applications and the design of new automated systems (i.e., Robotics, Machine Learning, Artificial Intelligence); knowledge of software (i.e., SQL, Visual Basic, Java Scrip, etc.) and automation development life cycle methodologies to plan, design, develop, test, integrate, and deploy business systems. Experience following project management principles, utilizing research, fact-finding, and evaluative techniques to perform extensive troubleshooting and research of systemic analysis to develop, find, and resolve major business or HR specific functions, processes, issues and problems. Experience using robotics software or other digital technology capabilities to improve HR or general business processes that deliver operational efficiencies, conduct technical presentations, ensure accuracy of business requirements, and data retrieval. Experience preparing written guidelines to communicate and share knowledge of integrated human resource or other systems with new automated solutions and providing expert technical advice, guidance, and recommendations to business and technical stakeholders (i.e., HR customers, IT experts, and management) on issues/problems in the areas of digital/application software development and internet browser technologies.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

  • Tour of Duty: Day Shift

  • Start and stop times between 6:00 a.m. and 6:00 p.m.
  • Alternative work schedule, staggered work hours or telework may be available.
