Position Overview:
The Department of Healthcare and Family Services, Division of Personnel and Administrative Services is seeking to hire a dynamic individual to serve as a Staff Recruiter. This position will serve as a Staff Recruiter for the recruitment program for the agency which will include representing the agency at various recruitment events both in person and virtually. Additionally, this position will develop and conduct professional interviews of job candidates for critical and sensitive positions within the Agency.
The ideal candidate will be passionate about Human Resources, track and implement best practices that compliment a strategic direction, initiate and adopt standards and processes to meet the challenging needs of our teams. The candidate should also demonstrate a strong attention to detail, independent initiative and strong interpersonal skills, experience developing and implementing short term and long-term goals for the office, and possess excellent communication and organizational skills.

Essential Functions
Serves as Staff Recruiter in the Bureau of Selection and Recruitment
Establishes and maintains effective professional networks and public relations with both public and private organizations, officials, and other state agencies regarding recruitment efforts to effectuate the successful recruitment of qualified individuals for vacancies within the Department of Healthcare and Family Services
Performs complex, specialized duties and activities as an interviewer in the human resources administration for the Bureau of Selection and Recruitment (BSR)
Serves as an independent monitor, assisting Subject Matter Experts, when review of applications are necessary
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
Requires knowledge, skill, and mental development equivalent to completion of four years of college
Requires two years of professional human resources experience
Specialized Skills
Of the two years of experience noted above:
Requires two years of experience implementing employment and/or marketing strategies
Requires two years of experience implementing outreach initiatives in a professional environment
Preferred Qualifications
Two (2) years of experience implementing employment and/or marketing strategies
Two (2) years of experience implementing outreach initiatives in a professional environment
One (1) year of professional experience conducting, both online and in-person, recruiting job events (i.e., job fairs, university events, career days, military recruiting)
Two (2) years of professional experience overseeing a project from start to completion, managing schedules and timelines
One (1) year of professional experience in optimizing processes or implementing continuous improvement initiatives in a professional environment
Working knowledge of job descriptions
Basic knowledge of state government and its processes
Experience obtaining and soliciting relevant information/data from individuals
One (1) year of professional experience working with hiring process in a public or private business organization interpreting and implementing personnel rules regarding hiring practices
Extensive knowledge of the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act and Civil Rights Act, Interview and Selection rules and guidelines, and departmental policies, procedures and processes
Conditions of Employment
Requires the ability to pass a background check
Requires ability to travel, including evening, weekend, and overnight travel
Requires the physical ability to lift, transport, and carry recruitment materials
Requires the ability to become a certified interviewer within assigned probationary period
