DefinitionUnder limited supervision, within a broad framework of established policies and procedures, assist the Director of Human Resources/Employee Relations or Manager designee in the processing and maintenance of employee information, employment, benefits, evaluations and termination processes of certificated, classified and management employees; perform complex and exceptionally responsible duties with a high degree of independent action; provide service to the schools, other work sites and department administration resulting in timely and accurate completion of tasks. May supervise the work of seasonal or short term employees.III. Examples of DutiesPublishes vacancies, assists in recruitment, screens applicants, assists work sites in selection process; processes and orients new employees with payroll, benefits, fingerprints, workers compensation, employment agreements, prepares Board Notification; administers, scores and maintains records of District tests; monitors and reports credential, waiver and TB test expiration, establishes and maintains accurate data bases; processes any employee status changes and generates appropriate notices and reports as needed locally or as required by state or federal laws; monitors employee information on employment status changes, extra duty, leaves of absence, vacation, hepatitis B inoculation, dependents, Workers Compensation claims and status, evaluations, prepares reports, notices and letters to employees; maintains substitute tracking and employment system, prepares daily, weekly, monthly and annual reports related to employee absences, assists school and work sites in the selection of substitutes, receives calls from administrators on substitute matters, communicates with HR administration on particular substitute problems; prepares and verifies information on seniority and employment status for layoff; responds to certificated or classified employee phone calls and letters regarding district information, benefits and employment status; prepares reports, letters and notices as requested or as Human Resource Specialist Page 2required by state or federal laws; maintains deduction records, health and welfare benefits including balancing accounts for payment, facilitates notifications regarding enrollment periods COBRA and rate changes; responds to requests for information from outside agencies such as subpoenas, employement and salary verification requests; shares receptionist duties, mail distribution and other duties as appropriate.IV.

Distinguishing CharacteristicsRequires minimal supervision and demonstrates a high degree of organization and responsibility. Is able to build a suspense calendar of annual tasks and events to schedule and organize team members to fulfill tasks within designated District, State and Federal time lines.V. Employment StandardsA.

Knowledge of:Modern office procedures, practices and equipment operation, including but not limited to Macintosh and PC computers; Correct English usage, spelling, grammar and punctuation, and vocabulary;Methods of preparing correspondence and reports;Various software and hardware used in the School District including but not limited to word processors, spread sheets, data bases, Comprehensive Information Management System (CIMS), Employee Management System (EMS), Human Management System (HMS), and Substitute Employee Management System (SEMS), Fiscal Management System (FMS);District organization, policies, rules, and employee contracts related to personnel issues;Federal and state laws related to benefits, deductions and personnel issues;Human Resource Specialist Page 3Procedures and information related to both classified and certificated employees.B. Ability to:Perform responsible clerical works, data entry and make mathematical calculations with speed, thoroughness and accuracy;Understand and perform complex processes in CIMS and the interrelationships of EMS, HMS and FMS;Meet the public tactfully and courteously, establish and maintain cooperative , supportive, and effective working relationships within the department as well as with other departments;Exercise considerable judgment and discretion in assigned duties;Learn and effectively use the applicant tracking and position control system;Analyze situations and make decisions in procedural matters without immediate supervision;Maintain confidentiality of Human Resource materials and information;Use effective time management by prioritizing and scheduling work to anticipate and complete monthly and annual tasks;Assess and edit errors out of work completed and in progress, as performed by self and team members;Recognize situations and information that need to be brought to the immediate attention of a Human Resources administrator;Human Resource Specialist Page 4Prepare and maintain accurate, complete records and reports, at times compiling research from various locations and sources;Type at a speed of not less than 55 words per minute from clear copy or pass the District clerical computer test.C. Education/Training/Experience:Completion of 12th grade or equivalent and three years of increasingly responsible clerical or technical experience, preferably in public education, or any combination of education, experience and training which would indicate possession of the knowledge, skills and abilities listed herein.D.

Physical Effort/Work Environment:Light to moderate physical effort with occasional standing, walking or bending; periodic handling of light to medium weight parcels or supplies; indoor work environment.E.
