As a Human Resources Specialist (Recruitment & Placement) you will be responsible for managing GSA's national human capital staffing and recruitment program.

  • Manages the GSA National Human Capital Recruitment and Staffing Program

  • Serves as GSA's expert on staffing and recruitment policy matters, including pay setting, student employment programs, human capital hiring and retention flexibilities, priority consideration, reemployment priority lists, superior qualifications, passover of veterans, student loan repayment, reduction in force and furlough, recruitment incentives and the delegated examining program

  • Conducts annual Delegated Examine Unit (DEU) audits and coordinates/oversees audits conducted by other staff members

  • Maintains awareness of changes in law and in OPM regulations affecting pay.

  • Develops GSA-wide policy, guidance, directives and instructions related to recruitment and staffing.

Qualifications are based on length and level of experience. Therefore, in addition to describing duties performed, applicants must provide the exact dates of each period of employment (from month/year to month/year) and the number of hours per week if part time.

The GS-14 salary range starts at $ 114,590per year.

To qualify, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience that provided the applicant with the competencies needed to successfully manage a complex civilian Human Resources program, such as experience as a senior or lead specialist managing or supervising a program or geographic area in an HR office. The experience must demonstrate indepth knowledge of interpreting and applying Human Resources staffing and recruitment principles, practices, laws, and regulations in order to provide recruitment and retention strategies, organizational design, and position management.
