DHRA's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.
As a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) at the GS-0201-13 some of your typical work assignments may include:
Serves as a senior technical authority on difficult and complex issues advising other experts on how best to resolve issues and interpret guidance applying .an understanding of the DOD position.
Reviews and evaluates new or modified legislation and regulations for their impact on existing programs. Recommends the need for legislation in assigned program areas.
Evaluates and makes recommendations concerning overall plans and proposals for complex agency' HR projects impacting the accomplishment of DOD strategic directives, including new interpretations and recommendations for additional policies and interpretive guidance.
Studies DOD operations, appellate and other third party decisions and questions emanating from the components to determine how best to apply them to component operations. Initiates appropriate corrective action. Establishes program evaluation criteria for DoD.
Prepares and executes special projects and studies within DoD or participates in similar efforts that are hosted by external agencies.
May prepare and deliver training on assigned programs addressing complex or emerging laws, regulations or issues. Develops and delivers oral and written presentations to senior officials and various audiences.
Plans, organizes, directs or participates in the work of teams.
Occasional travel - You may be expected to travel for this position (approx 25%)

You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Interpreting federal laws, regulations, guidelines, procedures, forms, and manuals pertaining to recruitment and placement programs.
Interpreting HR principles and concepts to provide HR management and advisory services to subject-matter experts on the most complex and controversial workforce trends and HR program evaluation methods and procedures.
Applying a wide range of qualitative and quantitative methods the design and conduct of comprehensive HR studies and projects.
Developing written and oral HR presentations to senior military and civilian executives and subject-matter experts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.
