Summary

DHRA's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.
Responsibilities

As a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) at the GS-0201-13 some of your typical work assignments may include:
Serves as a senior technical authority on difficult and complex issues advising other experts on how best to resolve issues and interpret guidance applying .an understanding of the DOD position.
Reviews and evaluates new or modified legislation and regulations for their impact on existing programs. Recommends the need for legislation in assigned program areas.
Evaluates and makes recommendations concerning overall plans and proposals for complex agency' HR projects impacting the accomplishment of DOD strategic directives, including new interpretations and recommendations for additional policies and interpretive guidance.
Studies DOD operations, appellate and other third party decisions and questions emanating from the components to determine how best to apply them to component operations. Initiates appropriate corrective action. Establishes program evaluation criteria for DoD.
Prepares and executes special projects and studies within DoD or participates in similar efforts that are hosted by external agencies.
May prepare and deliver training on assigned programs addressing complex or emerging laws, regulations or issues. Develops and delivers oral and written presentations to senior officials and various audiences.
Plans, organizes, directs or participates in the work of teams.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Interpreting federal laws, regulations, guidelines, procedures, forms, and manuals pertaining to recruitment and placement programs.
Interpreting HR principles and concepts to provide HR management and advisory services to subject-matter experts on the most complex and controversial workforce trends and HR program evaluation methods and procedures.
Applying a wide range of qualitative and quantitative methods the design and conduct of comprehensive HR studies and projects.
Developing written and oral HR presentations to senior military and civilian executives and subject-matter experts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

This position will assist in all functional areas of the Human Resources Department to include but not limited to training, compensation, recruiting, and benefits, with the primary focus towards new employee on-boarding and employee data management. Essential functions will include: * Administers, processes, and maintains all employee data transactions in the human capital management system, to include new employee processing, changes to employee records, and employee terminations. * Creates employee files for new employees and is responsible for maintaining files through the life-cycle of an employee, to include filing employment paperwork and auditing files to ensure accuracy. * Maintains and generates records, reports, and logs pertaining to employment actions and legal compliance. * Reviews employee files in response to inquiries regarding personnel actions. * Conducts New Employee Orientation for new employees. * Collaborates with managers and other Company departments to ensure employee records are created and maintained accurately. * Answers and directs employee phone calls to the appropriate HR representative. * Participates in and attends meetings and seminars (in person and via telecom). * Performs other related duties as required and assigned. Requirements• A minimum of two years' experience working in an office environment performing complex data entry, preferably employee and/or financial data, is required. Bachelor's Degree preferred. * Ability to prioritize and work on several tasks/projects at once in a high paced and high volume environment. * Strong data entry skills with the ability to self-audit to ensure accuracy. * Provide ability to provide both verbal and written information clearly, succinctly, and persuasively. * Requires advanced computer skills in MS Office (Outlook, Word, Excel, PowerPoint). * Background investigation and motor vehicle record check required. Desired Skills: * Experience/knowledge of or desire to work in the Human Resources field. * Previous experience with HRIS or payroll systems is preferred. * Knowledge of federal regulations and commonly used concepts, practices, and procedures within the HR field.
