Vacancies will be filled in the following specialty areas:

CI - Strategy

  • Human Resources

The following are the duties of this position at the full working level.

  • Provides information and/or advice to human resource support staff, program managers, operating officials, and applicants on legal or regulatory requirements relating to assigned HR functions.

  • Works directly with the IRS Human Capital Office on complex issues in the assigned areas of discipline and maintains a regular working relationship with HCO Corporate policy on policy development and proposals surrounding the assigned areas of discipline. Focuses on issues that affect the assigned BOD relative to the incumbent's areas of expertise.

  • Establishes and maintains a cooperative working relationship with managers; meets with managers to discuss various HR strategies. Provides strategic consultative advisory services on a wide range of initiatives, issues and problems with management and customer human resources offices.

  • Regularly participates in process review teams, projects and business improvement efforts to contribute to the continuous improvement and streamlining of human resources processes, procedures, approaches and systems. This includes reviewing existing guidelines and procedures and proposing improvements and modified or new practices/procedures. May perform in a representative role within the assigned BOD, and occasionally lead individual projects within the BOD or crossing organizational lines.

Additional Duties for two positions in Employment Relations & Medical:

  • Experience assisting customers and/or management on a wide range of principles, practices and advisory services, part of a HR Specialist such as, but not limited to, Employee Relations, Performance Management, Probationary Requirements, Agency Grievances, Leave, Drug-Free Workplace Program, Suitability, and 1811 Medical Requirements.

  • Experience in data retrieval and organization. Data analysis experience preferred.

  • Tracking, consolidating, maintaining data and responding timely to operational requests. Balance workload while responding to changing and/or competing priorities required.

  • Provides information and/or advice to HR support staff, program managers, and management officials on legal or regulatory requirements relating to assigned HR functions.

  • Ability to analysis complex case decisions and relay recommendations and potential risks to leadership.

  • Maintains cooperative working relations with managers to provide consultive advisory services on a wide range of initiatives, issues, and problems with management and customer HR offices.

  • Regularly participates in process review teams, projects and improvements.

  • Must have strong verbal and written communication skills, the ability and willingness to work collaboratively with a team are essential.

  • Experience with HR information systems, such as HRConnect.

  • Experience with Law Enforcement Conditions of Employment and/or Law Enforcement Availability Pay (LEAP) is preferred.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder
  • If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • A 1-year probationary period is required (unless already completed).

  • Travel to a temporary CI duty location will be based on business needs, with consideration given to location preference(s). Though many locations may be listed, you will be limited to selecting a maximum of five (5) location preferences. Please consider each location preference carefully when applying. If you are permanently selected for a position at one of your location preferences, that location will become your official post of duty.

  • This position is Remain in POD. You will remain in your current post of duty but may be required to travel to a temporary CI duty location within your home POD's commuting area to sit in CI Space.

  • This position is temporary, NTE 1 YR, may be extended up to 5 years, may be made permanent without further competition.

  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

  • Submit to a drug test prior to your appointment, random drug testing while you occupy this position, and have a negative result.

  • Obtain and use a government-issued charge card for business-related travel.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

QUALIFICATIONS GS-7: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-5) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience applying the basic principles and practices of a program to customers- preferably in a Human Resources (HR) specialization- such as, but not limited to, human resources (HR) systems, compensation, classification, recruitment, employee benefits, organizational development, performance management and employee labor relations. Experience performing routine assignments, gathering and analyzing basic facts, and drawing conclusions regarding an assigned program; communicating factual and procedural information clearly, orally, and in writing; utilizing automated information systems (e.g., HR Connect, USA Staffing, Career Connector) to research and apply policies, regulations, laws, and guidance, and experience assisting with special projects and/or programs.

OR

You may qualify based on education as follows: At least one (1) academic year of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.

OR

Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society.

you may qualify with at least one (1) year of combined education and experience as defined above.

Experience applying recruitment and placement regulations, laws, and OPM guidance and providing comprehensive recruitment and placement staffing assistance. Experience assisting with conducting a variety of analytical studies and/or projects involving complex programs, systems, or issues having impact on multiple IRS locations and/or organizations; assisting with special projects and programs, and experience utilizing HR information systems (e.g., HR Connect, USA Staffing, Career Connector).

QUALIFICATIONS GS-11: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-9) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience assisting customers and/or management on a wide range principles, practices, and advisory services related to a Human Resources (HR) specialization such as, but not limited to, HR systems, compensation, classification, recruitment, employee benefits, organizational development, performance management and employee labor relations. Experience applying recruitment and placement regulations, laws, and OPM guidance and providing comprehensive recruitment and placement staffing assistance. Experience assisting with conducting a variety of analytical studies and/or projects involving complex programs, systems, or issues having impact on multiple IRS locations and/or organizations to persuade, negotiate, and provide technically sound information in a highly effective and clear manner. Experience assisting with special projects and programs and utilizing HR information systems (e.g., HR Connect, USA Staffing, Career Connector) to resolve errors, verify data, and perform quality review.

QUALIFICATIONS GS-12: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-11) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience assisting customers and/or management on a wide range principles, practices, and advisory services related to a Human Resources (HR) specialization such as, but not limited to, HR systems, compensation, classification, recruitment, employee benefits, organizational development, performance management and employee labor relations. Experience conducting training and presenting information on recruitment and placement regulations, laws, and OPM guidance; providing comprehensive recruitment and placement staffing assistance; assisting with conducting a variety of analytical studies and/or projects involving complex programs, systems, or issues having impact on multiple IRS locations and/or organizations to persuade, negotiate, and provide technically sound information in a highly effective and clear manner. Experience assisting with special projects and programs and utilizing HR information systems (e.g., HR Connect, USA Staffing, Career Connector) to resolve errors, verify data, and perform quality review.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
