  • Provides a range of Federal Civilian Human Resources (HR) services in one or more of the following functional specialties; classification, recruitment and placement, employee relations, labor relations, benefits, and HR processing/quality control.

  • Applies fundamental Federal Civilian HR management methods, principles, and practices of assigned specializations and standardized analytical and evaluative methods and techniques and applies specific Federal Civilian HR rules, regulations, or procedures to independently complete assignments.

  • Assists in providing continuing technical advice and assistance to personnel and management for assigned organizations in resolution of Federal Civilian staffing issues.

  • Assists in providing input to serviced organizations for short and long range analysis of Federal Civilian personnel staffing requirements and resources.

  • Processes all types of Federal Civilian personnel actions, coordinating actions with personnel and management to resolve issues.

Occasional travel - You may be expected to travel for this position.

GS-05: Three years of general experience with at least one year of which was equivalent to performing work at the GS-4 level or equivalent pay systems which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are: Ability to plan and organize work and communicate effectively orally and in writing.

4-year course of study leading to a bachelor's degree

GS-07: One year of specialized experience equivalent to at least the GS-05 level or equivalent pay systems which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples: Analyze, develop and evaluate issues and develop recommendations to resolve issues of efficiency of work operations.

1 full year of graduate level education or superior academic achievement

The Mid-Level ERP Help Desk Specialists must be able to provide senior analyst support, issue analysis and resolution of DAI Tier One/Two Financial Management Service Support and will serve as coordinators between teams supporting the DAI user community. Essential functions will include: * Independently organize, write and conduct research/ analysis from strategic down to the functional task level * Training of DAI Tier One/Two Financial Management Service Support contractor staff on the processes and standards related to DAI Tier One/Two Financial Management Service Support * Maintaining a staff with a broad base of knowledge on the supported DAI Oracle ERP suite of products, including in-depth knowledge of technical and functional aspects of software solutions * Establishing issue severity criteria to effectively analyze and resolve all issues, with priority given to critical issues * Documenting and tracking all activities related to an issue through satisfactory resolution * Diagnosing, troubleshooting and resolving issues related to supported Oracle software solutions and Third Party Software as it relates to use with the supported DAI Oracle software solutions * Providing assistance in answering 'How To' questions related to the supported DAI Oracle software solutions * Developing, testing, and distributing diagnostic and manipulative scripts or utilities when appropriate * Documenting defects or enhancement requests for the supported DAI Oracle software solutions * Coordinating and communicating with teams providing support to the DAI user community (e.g. Agency Level 1 Call Centers, Customer Support teams, etc.) * Producing reports and metrics related to the DAI Tier Two Financial Management Service Support, to include but not be limited to improving DAI Financial Management Service Support efficiency and performance metrics, and Financial Management Service Support ticket resolution metrics * Track the trending of DAI Tier One/Two Financial Management Service Support issues * Providing support to resolve issues with the supported DAI Oracle software solutions when necessary * Managing issue analysis and resolution tasks * Identifying and addressing training shortfalls with resolution training * Creating white papers, point papers, approach papers or documentation in support of functional initiatives * Managing functional and operational consulting efforts for ad hoc projects * Drafting standard operating procedures, desktop guides and other guidance as necessary to document end-to-end processes * Reconciling DAI data and reports with DCPDS and DCPS systems output, content and interface results and advise the government of discrepancies and coordinate remediation with respective systems program offices Requirements • A High School Diploma or equivalent is required at a minimum but an Associate's degree (or higher) is highly preferred in addition to at least five (5+) years of experience in Oracle ERP DAI Tier One/Two Financial Management Service Support for Procure to Pay (P2P), Order to Cash (O2C) and Budget to Report (B2R), Cost Accounting (CA), Time and Labor (T&L), and Acquire to Retire (A2R) * Must have a minimum of two (2+) years of experience in general consulting services that are related to functional or financial management policy, guidance or procedures * Must meet DoD 8570.01-M baseline certification requirements for this position – highly qualified candidates that meet DoD IAT Level I or II certification requirement are encouraged to apply * Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint * Ability to communicate effectively with all levels of employees and outside contacts * Strong interpersonal skills and good judgment with the ability to work alone or as part of a team SECURITY CLEARANCE REQUIRED: Must currently hold a security clearance at the Secret level.
