We're looking for a Human Resources Specialist to join our team of three to support our staff of approximately 90 employees. Our team's goals include:

  • Building our team together: partnering with our colleagues to recruit, hire and onboard team members, interns, consultants and volunteers

Learn more about this agency Responsibilities OHRCO provides leadership, coordination, planning and human resources management for 20 of the Department's 26 major components. OHRCO is responsible for planning, developing, managing, implementing and administering an effective human capital management consulting program to provide a variety of human capital services and consultation to management officials in all serviced organizations. Major duties for this position, include but are not limited to the following: Plans, develops, manages, implements and administers an effective human capital management consulting program to provide a variety of services to management officials. These services include: workforce and organizational development, position management, recruitment, staffing, placement, pay and benefits administration, personnel records maintenance, leave administration, and other related services. Analyzes the human resources needs of the serviced organizations and, within the framework of broad DOL policy, develops and implements HR policies and programs which support the component's strategic goals and objectives and the DOL mission. Evaluates the effectiveness of the HR program, identifies and analyzes problems and impediments affecting the acceptance and/or effectiveness of the program, determines appropriate corrective measures, and develops new or improved techniques to improve over program effectiveness, operations, and services. Personally or through a subordinate supervisor performs the following HRM functions: a. Provides leadership, vision, development, and overall management of all consulting activities. b. Assigns and monitors the work of the office staff to ensure that client agencies receive a high level of consulting service and advice in terms of quality, timeliness and regulatory compliance. Areas of responsibility include position management, staffing and recruitment, personnel processing and pay administration, leave administration, time and attendance, performance management and incentive awards, workforce development, realignments and reorganizations, personnel records maintenance and other related activities. c. Consults with and provides technical advice, alternate solutions and assistance to program officials concerning all aspects of the human resources management program, assuring correct understanding, interpretations, and application of laws, rules, regulations, policies standards and procedural requirements. d. Promotes effective communication among all levels of program management officials, front-line employees, and HR staff. e. Conducts an active recruitment and placement program directed towards assuring adequate supplies of quality candidates and technical advice and assistance for customers on effective methods of recruitment. f. Advises management on the Department's performance management system and assists in the development of performance plans, adequate measures of performance in each performance element, the conduct of appropriate response to the employee's performance awards. g. Provides advice and guidance for human resources development and training to assist client organizations in maintaining a high performance workplace.
