Under general supervision of the Deputy Director of Human Resources, an employee in this class performs specialized administrative and technical-level work within the Department of Human Resources in the area of Employment Services. Work is carried out with considerable independence and requires interpretation and application of County policies and procedures as well as Federal and State Employment Laws. Frequent customer interaction to include applicants, a diverse public, employees, department heads, supervisors and other agency representatives.

Coordinate new hire pre-employment and onboarding process
Complete employment verifications and background checks
Conducts New Employee Orientation and process paperwork in the HRIS system
Schedules and coordinates commercial driver's license (CDL) and Department of Transportation (DOT) exams, tracks, and monitors results to ensure compliance with requirements
Process and maintain personnel data via personnel action authorization form for new hires, terminations, and other personnel changes
Conducts and monitors the random drug testing program
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of State and Federal Laws applicable to Employment; of EEO reporting requirements; of personnel laws, regulations, policies, and procedures
Ability to interpret pertinent laws, regulations, policies, and procedures clearly and accurately
Ability to exercise sound judgment; to use a computer and word-processing software.
Possess good oral and written communication skills;
Ability to work well under pressure; take initiative and be flexible and cooperative.
Must also be accurate, timely, discrete
Ability to keep matters confidential
EDUCATION:
A.A. degree in Personnel, Business or Public Administration, or a related field.
EXPERIENCE:
Three (3) years of responsible office experience.
OR
Possession of a high school diploma or GED Certificate AND five (5) years of responsible office experience.
LICENSE/CERTIFICATION:
Valid Class "C" non-commercial driver's license with no more than three (3) points may be required.
SAFETY:
Must comply with all Federal (OSHA), and State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manuals as required for this position.
Additional education beyond the A.A. degree may be substituted for the required experience for up to a maximum of two (2) years.
The degree option will require proof by the selected candidate.
