Position Summary

The Human Resources Specialist is responsible for performing HR-related duties working closely with the HR Director. This position carries out responsibilities in the following functional areas: employee relations, administering the County's recruitment & employment processes including onboarding, employee training & development, performance management, employee communications and more. This position provides support and assistance with all HR functions to ensure the HR team is able to provide support services to applicants, staff, department heads, and elected officials.

Job Description


  • Provides support services in the functions of recruitment, training & development and research/data analytics to include such responsibilities as:

  • Monitors the performance evaluation program and assists in processing the incentive pay program

  • Assists in developing and administering education/training programs designed to keep elected officials, department heads and/or supervisors knowledgeable of Human Resources laws and requirements

  • Assists in administering the county's compensation plan, and completes salary surveys

  • Conduct a variety of research projects, prepares written reports as required, may prepare and administer a variety of employee and client surveys

  • Screens, conducts interviews or provides guidance to the interview selection process, and recommends prospective employees for employment in entry level to experienced positions

  • Completes any necessary steps for the onboarding process, including: reference checks, background checks, offer letters, pre-employment paperwork and facilitates employee orientation

  • Assists in entering, monitoring and reporting data into HRIS databases, learning management systems and other applicable systems; provides communication to applicable audiences regarding changes as appropriate or system training

  • Conducts exit interviews, and completes the separation process for employees in the personnel systems

  • Provides general customer services and Human Resources support including, but not limited to:

  • Communicates and informs County employees of expectations related to their work environment, such as workplace behavior and appearance; ensure employees understand the job responsibilities and work hours; provides information regarding HR policies, programs and employee information

  • Serves as the administrative assistant to the HR Director; assists with maintaining the HR Director's calendar/schedule and assisting with phone correspondence

  • Calculates monthly operational expenses. Works with the HR Director analyzing departmental budget expenditures

  • Maintains the HR Department's personnel files, confidential files and other record keeping filing and documentation

  • Prepares, enters, and maintains departmental time sheet records

  • Prepares and maintains requisitions for all invoices pertaining to the HR Department

  • Maintains inventory of all operational supplies and equipment, keeps the office supplies & equipment organized and functional, and submits orders/requisitions when needed

  • Generates correspondence, delivers/mails/distributes departmental mail

  • Prepares employment materials (insurance packets, new hire packets, applications, etc.), training materials, sets up the training room configuration and computer/training materials

  • Prepares and coordinates travel arrangements for the HR department

  • Recommends new approaches, continual improvements, related to: efficiency, cost containment, more automated electronic processes for the department and with regard to all the services provided by the department to reach department goals and objectives

  • Be informed about Federal and State guidelines, and updating policies to reflect the guidelines

  • Prepares and completes requested Verification of Employment, Verification of Insurance and Unemployment Claims forms

  • Provide representation and completes the work product including research, spreadsheets, reports, etc. on special committees, special projects, or records retention

  • Regular attendance and timeliness is required



  • Associate's Degree in Human Resources, Personnel Management, Business Administration, Public Administration, Communications or related field; in lieu of associate's degree a minimum of 2 years' related experience plus the years of experience required below


  • Bachelor's Degreein Human Resources, Personnel Management, Business Administration, Public Administration, Communications or related field



  • 4 years' of experience in customer service, professional office or HR related environment

  • Strong ability to effectively use software such as Microsoft Word, Excel, and PowerPoint, Adobe Pro, and prefer knowledge of HRIS Systems; Keyboard/personal computer skills (minimum 35 WPM, prefer 65+ WPM)

  • Self-starter with exceptional organizational, communication (written and verbal), and interpersonal skills in dealing with the public, as well as the ability to develop and maintain professional working relationships with county officials, department heads, and co-workers. Personal time management and organizational skills to meet productivity objectives

  • Familiar with standard concepts, practices and procedures within the HR field

  • Relies on experience and judgment to plan and accomplish project goals

  • A degree of creativity and latitude is required; ability to operate with minimal supervision

  • Ability to maintain confidences and to deal with sensitive issues

  • Maintain confidentiality and comply with HIPAA and all other compliance standards per company policy

  • Ability to take direction, coaching and act positively to improve performance

  • Ability to be adaptable, flexible and advance existing skill sets to be able to serve future office needs in additional capacities.

  • Ability to learn additional HR terminology processes and employment laws to be able to serve the department when operational demands may require it


  • 2 years' experience serving in a recruiting role,supervisory role overseeing employees or hiring selection role

  • Knowledge of:

  • Federal and State laws affecting Human Resources including the ADA, FMLA, FLSA, and Title VII of the Civil Rights Act

  • How to apply modern business practices, procedures and technology

  • Developing tactical and strategic plans for human resources management programs

  • PHR or SPHR Certification

ENVIRONMENTAL FACTORS: Individual works indoors in well-lighted, air-conditioned office. Position may require travel to meetings, conferences and workshops as a representative of the County. Work is primarily sedentary; job duties require oral and written communications, walking, frequent standing, lifting, pulling, pushing and carrying objects up to 25 lbs., communicating by phone and operating a p.c., infrequently requires filing, sorting, stooping and bending.

PHYSICAL DEMAND REQUIREMENTS: Some lifting, bending, standing, walking and sitting. Frequent use of vision (must be able to read computer screens), have fine dexterity (typing), and hearing (talking on the phone). Works in office environment, sitting, working at a computer terminal. Position requires the capability of managing stress effectively; work is fast paced and can be demanding. Work requires organizing; prioritizing; accuracy and attention to detail. Flexibility in order to assist with/coordinate a variety of projects and activities and to adapt standard methods and procedures to differing conditions; works in high volume environment. Employee often works independently.

HOURS / SPECIAL CONDITIONS: Monday Friday, 8:00 am 5:00 pm (position can require overtime on occasion to support operational needs)
