Summary

Due to the Pandemic, and individual states with different phases of reopening, the selectee's report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

Serves as a Human Resources Specialist in the Western Pacific Regional Employment Services Field office.

Responsibilities

Assignments may require knowledge and experience working across functional and/or organizational lines. Provides consultation services to managers and staff offices in the areas of recruitment and placement; collaborates with managers on recruitment options, hiring flexibilities and incentives; prepares vacancy announcements; rates and ranks application packages for various positions; adjudicates veteran's preference; issues certificate of eligible applicants to managers; ensures legal appointment and assignment of selectees; and prepares and manages case files. Provides guidance on FAA Core Compensation plan and other FAA pay systems to LOB personnel, applicants and employees. Completes Requests for Personnel Actions (SF-52) for various types of personnel actions; prepares and manages required documents for case files on personnel actions; updates workload data and closes out merit promotion and recruitment files.

Applies comprehensive knowledge of staffing principles, laws and regulations; interprets FAA policies and other regulatory guidance; utilizes high level knowledge and skill in the analysis and interpretation of governing laws, policies and HR principles and practices to effectively advise on and/or resolve operational problems which can range from recurring to more complex and unprecedented issues.

G Level:

Refers problems and work issues to more experienced HR Specialists or the Employment Services Manager when guidelines are not available or applicable.

Work is typically reviewed frequently during assignments and at completion to ensure timeliness, policy compliance and alignment with HR guidance, practices and procedures.

H Level:

Applies experience and advanced knowledge applicable to Employment Services projects/programs to plan and accomplish assignments. Trains and mentors lower band HR Specialists and Assistants; Assists senior HR Specialists in reviewing the work of others. Provides guidance to newly hired and less experienced HR Specialists in day-to-day operations; analyzes and recommends solutions to complex issues. Prepares and conducts briefings and presentations for management, employees and other external customers.

Works independently and is responsible for planning time and completing assigned tasks and workload. Resolves most problems and issues without the assistance of a senior HR Specialist or Manager. Work is reviewed at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities.

I Level:

May serve as a contributing HR Specialist on large work activities for large projects/programs and work activities. Recommends and develops approaches to address complex issues; reviews the work of others. Communicates FAA's position on policies and procedures. Prepares and conducts briefings and presentations for management, employees and other external customers. Work is reviewed rarely, typically through status reports and at project completion.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

To qualify for this position at the FV-G level, you must demonstrate in your application that you possess at least 1 full year of specialized experience equivalent to FV-F or FG/GS 5-9 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: experience that demonstrates sound knowledge of staffing, recruitment and placement, compensation laws, policies and other regulatory guidance; knowledge of and experience in applying provisions of compensation and pay systems; developing vacancy announcements and coding personnel actions; ability to serve as an advisor to managers and other personnel on complex staffing issues and identifying and recommending solutions.

To qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least 1 full year of specialized experience equivalent to FV-G or FG/GS 10/11 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: experience that demonstrates sound knowledge of staffing, recruitment and placement, compensation laws, policies and other regulatory guidance; applying provisions of compensation and pay systems; developing vacancy announcements and coding personnel actions; serving as an advisor to managers and other personnel on complex staffing issues and identifying and recommending solutions; leading and mentoring others and experience working independently with minimal supervision.

To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least 1 full year of specialized experience equivalent to FV-H or FG/GS 12 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: experience that demonstrates expert knowledge of staffing, recruitment and placement, compensation laws, policies and other regulatory guidance; applying provisions of compensation and pay systems; preparing and conducting high level briefings and presentations; serving as an advisor to managers and other personnel on complex and unique staffing issues and identifying and recommending solutions; training, leading and mentoring others; working independently with minimal supervision.

FOR FV-G LEVEL ONLY:

Education Substitution: Substitution of education or equivalent combinations of education and experience may be qualifying for this level. Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education, leading to such a degree, or LL.M., if related, is required. To qualify based on education, you must submit a copy of your college transcripts. if selected, official transcripts will be required prior to employment.

FV- H/I: There is no substitution of education for work experience.
