Plans, develops, implements, administers, and evaluates a variety of DoD/Agency-wide leadership projects and programs designed to develop employees and supervisors in DLA organizations and activities.
Serves as program manager for assigned programs or segments of programs that have DLA-wide impact.
Responsible for planning and carrying out work to resolve problems and conflicts associated with the work and coordinating work efforts with others as necessary.
Interprets Human Resources Development (HRD) policy in terms of established objectives of the organization.
Conducts performance improvement analysis and needs assessments to design, develop, and implement cost effective solutions involving training or non-training sources tailored to meet the Agency mission objectives and customer requirements.
Serves as DLA Training representative on various Agency-wide ad hoc teams that direct and oversee the implementation of leadership and management development initiatives and programs throughout the Agency.
Develops and conducts briefings, presentations, training, and prepares general and complex written documents.
Builds effective and intricate business partnerships with multiple stakeholder groups across the enterprise and with external resources, content providers, and vendors.
Required to provide presentations at training seminars and conferences, serve as a facilitator for enterprise leadership training courses, and obtain certification in various leader development learning strategies/tools.
Occasional travel - You may be expected to travel for this position.

To qualify for an HR Specialist (Human Resource Development), your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Planning, establishing, and administering all training and development requirements for serviced customers
Identifying training needs and performance improvement consulting associated with the strategic plans and direction of the Agency
Advising supervisors of employees with position changes and facilitating the assessment of changing training/developmental needs
Preparing and delivering presentations and briefings to management at all levels in the Agency regarding workforce development programs, systems, policies, and strategies
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Substitution of education may not be used in lieu of specialized experience for this grade level.
