Duties
As a HR Specialist (ELR), you will:
Develop policy for and/or evaluates labor relations activities, or functions.
Provide agency management with interpretations of policy and procedures when the issues involved are new, highly controversial, precedent setting and/or involve more than one area of personnel policy.
Review complaints or grievances and performs fact-finding, as necessary, to advise high-ranking management officials.
Work closely with Headquarters staff, the Chief Counsel's Office, and managers to identify all aspects of employee relations problems, to develop ideas for solutions which respond to management's needs, to actively coordinate solutions to these problems when they cross HR functional lines, and to secure management support and cooperation when solutions are controversial.
The ideal candidate for this position is a Human Resources professional who has experience in providing comprehensive advice and guidance to supervisors and managers on issues regarding on issues regarding employee and labor relations.

CONDITIONS OF EMPLOYMENT:
Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience providing technical advice and consultation services to managers and customers on labor and employee relations (LER) and performance management (e.g., grievances, contract negotiations, conduct, disciplinary actions, performance-based actions and performance appraisals, alternative dispute resolution, etc.).
Experience performing investigations and management inquiries into sensitive labor and employee relations (LER) issues.
Experience preparing written recommendations to present ideas clearly and concisely, both orally and in writing.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience providing advisory services to supervisors, staff and colleagues on complex, controversial ER/LR issues.
Experience conducting administrative investigations on workplace conflict/issues, evaluating evidence/documentation and writing reports.
Experience representing the agency to external groups and agencies on ER/LR policy and initiatives; administering, negotiating, and interpreting an agency Collective Bargaining Agreement (CBA).
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
related to employee conduct, performance, and dispute resolution.
related to negotiating and administering labor agreements.
