Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Strategy Enterprise Talent Development

The following are the duties of this position at the full working level.

  • Records and maintains records on all training events, programs, and curricula using the appropriate systems/technologies. Assesses the impact of new programs and legislative changes on existing products, services, and resources.

    Presents findings through consolidated status reports, oral presentations, memoranda, and other documents as required. Coordinates with all levels of management to plan and manage projects. Develops and maintains subject matter familiarity in one or more subject areas related to curriculum and content development within academies/schools to which assigned.

  • Plans, coordinates, administers, and implements training events, training programs and

curricula to improve employee performance service wide for a diverse student population.

  • Creates innovative training and career development methods/products/services in areas

where traditional methods have been ineffective or are not applicable. Stays current with

state-of-the-art developments, trends, and outlooks in adult learning.

  • Plans, develops, schedules, coordinates, and analyzes training events, programs, and

curricula using the appropriate systems/technologies to ensure successful learning and data to

support successful future events, programs, and curricula. Collaborates with stakeholders at

all levels to execute training plans.

  • Coordinates in-person and virtual classes to include providing reporting instructions,

evaluation reports and providing support to students.

If this position has promotion potential and you are selected at a grade level lower than the full working level, you may be non-competitively promoted to more complex duties and work more independently, as your career progresses. For example, you may be hired as a GS-05, but if the position has promotion potential to GS-11, then you can move from a GS-05 to a GS-11 in as little as three years. Promotions are not automatic, and may occur after you have:

  • met time-in-grade requirements;
  • performed at an acceptable level of competence; and
  • demonstrated your ability to perform work at the next higher grade level.

  • A 1-year probationary period is required.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-7 QUALIFICATIONS: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service.

Specialized experience includes: Experience applying and working with human resources development, practices, regulations, and policies to perform entry level work related to learning and employee development, and to communicate procedural and factual information to business customers. Experience should include assisting with planning, coordinating, administering, and implementing training programs and rollout of classes, assisting with developing courses and curricula for occupations or functions based on the job competencies and collecting data concerning basic program policies, regulatory requirements, and procedures. Experience using basic knowledge of and skill in elementary analytical methods and diagnostic techniques to gather basic information to identify performance improvement needs and opportunities, and knowledge of written communication techniques to assist with reviewing project papers, reports, training material, and correspondence for grammar and syntax.

OR

You may substitute education for specialized experience as follows: One (1) academic year of graduate education in a field of study that demonstrates the knowledge, skills, and abilities necessary to perform the duties of this position such as human resources, public administration, organizational psychology, or other administrative and management fields.

OR

Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

Note: Grade point averages should be rounded to one decimal point.

For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society.

OR You may qualify with an equivalent combination of qualifying experience and education.

GS-9 QUALIFICATIONS: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service.

Specialized experience includes: Experience working with basic human resources development (HRD), practices, laws, regulations, policies, and precedents to provide HRD management advisory and technical services on non-controversial factual, procedural, and/or recurring issues relating to learning and employee development. Experience applying instructional design principles and the processes used in designing and delivering learning products to assist other specialists in developing routine training material.

Experience in applying principles, practices and elementary techniques of education, adult learning theory, and employee development to assess, define and meet individual learning needs.

Experience in applying basic analytical methods and diagnostic techniques to identify HRD and non-HRD interventions to address routine HR problems and issues. Experience using oral communication techniques to present findings and recommendations and experience applying written communication techniques to draft and/or prepare in final form project papers and training material.

OR

You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as human resources, public administration, organizational psychology, or other administrative and management fields.

OR

Two (2) full academic years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as human resources, public administration, organizational psychology, or other administrative and management fields.

OR

LL.B. or J.D. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as human resources, public administration, organizational psychology, or other administrative and management fields.

OR

You may qualify with an equivalent combination of qualifying experience and education.

GS-11 QUALIFICATIONS: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service.

Specialized experience includes: Experience working with and applying a range of human resources development (HRD) practices, laws, regulations, policies, and precedents to provide HRD management advisory and technical services on non-controversial factual, procedural, and/or recurring issues to learning and employee development. Experience applying principles, practices, and techniques of education, adult learning theory, and employee development to assess, define, and meet individual learning needs.

Experience using knowledge of instructional design principles and the processes used in designing and delivering standard learning products to improve employee performance, increase employee satisfaction, and facilitate management involvement in employee development. Experience applying analytical methods and diagnostic techniques to identify, evaluate, and recommend to management HRD and non-HRD interventions to resolve problems of limited scope. Experience using oral communication techniques to present findings and recommendations and experience using written communication techniques to prepare project papers and training material.

OR

You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as human resources, public administration, organizational psychology, or other administrative and management fields.

OR

Three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as human resources, public administration, organizational psychology, or other administrative and management fields.

OR

LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as human resources, public administration, organizational psychology, or other administrative and management fields. OR You may qualify with an equivalent combination of qualifying experience and education.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible.

To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

GS-12 QUALIFICATIONS: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Specialized experience includes: Experience applying a wide range of human resources development (HRD) concepts, practices, laws, regulations, policies, and precedents to provide comprehensive HRD management advisory and technical services on substantive organizational functions and work practices relating to learning and employee development. Experience in applying practices and techniques of education, adult learning theory, performance consulting, change management, and employee development to assess, define, and meet organizational learning needs.

Experience in applying and using instructional design principles and the processes used in designing and delivering learning products to improve employee performance, increase employee satisfaction, and facilitate management involvement in employee development. Experience in applying analytical methods and diagnostic techniques to identify, evaluate, and recommend to management HRD and non-HRD interventions to resolve complex interrelated HR problems and issues. In addition, your experience must demonstrate experience in negotiation methods and conflict resolution techniques to collaborate in a team environment, negotiate agreements, and resolve conflicts, and experience using oral communication techniques to deliver briefings and help others to understand and accept findings and recommendations and negotiate solutions, and written communication techniques to prepare project papers, briefings, and training material.

  • Tour of Duty: Day Shift

  • Start and stop times between 6:00 a.m. and 6:00 p.m.
  • Alternative work schedule, staggered work hours or telework may be available.

  • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.

  • Additional/Other Information: Position is located in HCO, Office of HR Strategy, Enterprise Talent Development (ETD) division. The offices within Enterprise Talent Development (IRS University) support various aspects of learning and development within the Service.
