This vacancy is for a Human Resources (HR) Specialist position in the Human Resources Division located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line Suitland Station.

Responsibilities

  • Serve as a technical expert and provide guidance on staffing and recruitment, position classification, and performance management for the Senior Executive Service and senior professionals (ST/SL).

  • Respond to complex issues regarding SES and ST/SL including staffing and placement, compensation, and/or performance metrics.

  • Serve as a representative in intra-Commerce discussions and working groups to develop and resolve technical policy and procedural issues for executive resources.

  • Review and interpret federal regulations to ensure compliance with OPM, Department, and bureau-level policies and standard operating procedures for staffing, recruitment, classification, and performance management for SES and ST/SL.

Qualifications

Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: providing advisory services to senior leadership on complex issues including staffing and recruitment, position classification, compensation, executive development, and performance management activities for the scientific and professional (ST), senior level (SL), and Senior Executive Service (SES); providing operational support to all political appointments; interpreting regulations and applying operational policies pertaining to SES, ST, and SL; using excellent oral and written communication skills to develop documents for senior leadership and department level officials and/or present complex information during meetings/training; and preparing vacancy announcements and performing qualification analyses on applicant pools.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
