Serve as a technical expert and provide guidance on staffing and recruitment, position classification, and performance management for the Senior Executive Service and senior professionals (ST/SL).
Respond to complex issues regarding SES and ST/SL including staffing and placement, compensation, and/or performance metrics.
Serve as a representative in intra-Commerce discussions and working groups to develop and resolve technical policy and procedural issues for executive resources.
Review and interpret federal regulations to ensure compliance with OPM, Department, and bureau-level policies and standard operating procedures for staffing, recruitment, classification, and performance management for SES and ST/SL.

Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: providing advisory services to senior leadership on complex issues including staffing and recruitment, position classification, compensation, executive development, and performance management activities for the scientific and professional (ST), senior level (SL), and Senior Executive Service (SES); providing operational support to all political appointments; interpreting regulations and applying operational policies pertaining to SES, ST, and SL; using excellent oral and written communication skills to develop documents for senior leadership and department level officials and/or present complex information during meetings/training; and preparing vacancy announcements and performing qualification analyses on applicant pools.
Education cannot be substituted for experience at this grade level.
