Responsible for serving as a program specialist in the areas of Retirement Systems, Employee Health Benefits Program, Federal Employees Group Life Insurance Program, Thrift Savings Plan, Federal Long Term Care Insurance Program, Reduction in Force, Severance Pay, Awards, Unemployment Compensation, Performance Management Appraisal Program, Federal leave programs, provide assistance with background investigations and also serving as a qualified expert and employee benefits counselor.
Prepare benefits forms and ensure they are appropriately processed.
Assist employees with the retirement application process.
Organizes, publicizes, and coordinates Health Benefit Open Seasons and Health Fairs.
Helps employees resolve problems with their benefits coverage or claims
Reviews and determines proper disposition of Office of Workers Compensation Program forms & coordinates the submission of forms with the Department of Labor.
Occasional travel - Travel to the various clinics and hospitals within the Oklahoma City Area IHS may occasionally be required to provide briefings on employee benefit issues.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.
GS-09: One (1) year of specialized experience equivalent to the GS-7 level in the Federal service obtained in either the private sector performing the following type of work and/or tasks: Experience serving as a program specialist in the areas of the retirement systems, health benefits programs, reduction in force, severance pay, leave programs and also providing employee benefits counseling.
Master's or equivalent graduate degree or 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work or LL.B. or J.D., if related
A combination of education and specialized experience. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 1 year by 18. (Note: Only education in excess of the first year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts.
GS-11: One (1) year of specialized experience equivalent to the GS-9 level in the Federal service obtained in either the private sector performing the following type of work and/or tasks: Experience serving as a program specialist in the areas of the Civil Service Retirement System (CSRS), Federal Employees Health Benefits Program (FEHB), Thrift Savings Plan Program (TSP), Reduction in Force (RIF), Severance Pay, Federal leave programs and also serving as an expert and employee benefits counselor.
Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree or LL.M., if related.
A combination of graduate education and specialized experience. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. (Note: Only education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts.
Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP)
