The following are the duties of this position at the full working level.

  • Manages Human Resources systems development projects from design to support. Serves as a leader for the assigned program and functions as an expert providing technical advice and assistance on Human Resource (HR) and Time and Attendance (T&A) systems, products, services, data development and reporting with responsibility for system implementation, deployment, and management, which may include hardware.

  • Interprets and implements policies, procedures, and strategies governing the planning and delivery of HR and T&A systems, products, and services. Resolves extremely complex/difficult problems encountered or referred from others within assigned program area(s). Analyzes situations presented and issues involved and provides innovative solutions to problems in consideration of the needs of management.

  • Serves as a liaison with IRS's Human Resources Service Provider (HRSP) for synchronization of Human Resources Information Systems (HRIS) matters. Designs, creates, implements, and maintains operation of the IRS' and/or Department of Treasury's automated HR information and T&A systems. Solves workforce issues and implements organizational and procedural changes using varied HR data solutions.

  • A 1-year probationary period is required.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-12) in the normal line of progression in the Federal service. Specialized experience includes: Experience applying a wide range of advanced human resources (HR) laws, regulations, concepts, and practices, as well as seasoned consultative skills. Knowledge of HR applications and the design of automated systems, and knowledge of project management principles and methods to plan, design, develop, test, integrate, and deploy systems. Experience utilizing research, fact-finding, and evaluative techniques to perform extensive research and analysis to develop system enhancements. Significant experience working with management on issues/problems in the areas of software applications and Internet technologies. Experience troubleshooting and resolving SharePoint issues, errors, and problems. Knowledge and experience creating and publishing Power BI reports, dashboards, and visualizations. Experience effectively and efficiently collaborating with business users to gather requirements and design Power BI solutions that meet their needs and experience developing and maintaining Power BI data models, queries, and calculations. Examples of qualifying work experience include SharePoint system access administration and site development, serving as a senior specialist for the organization on SharePoint system access and customer development, and identifying requirements and implementing system enhancements to meet future mission demands and ensuring security of personnel employee information.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
