Responsibilities

As a Human Resources Specialist, you will:

  • Provide expert authoritative advice and interpretive guidance to high level managers, administrative officers, supervisors and employees on regulatory and policy documents such as 5CFR, OPM guidance, Labor Agreements, Departmental operating policy, etc.

  • Review existing and proposed revisions to Departmental policies, standard operating procedures and guidelines, and makes authoritative and insightful recommendations for changes, modifications, etc., as appropriate.

  • Review, analyze and comment on new or proposed human resources regulatory issuances, handbooks, procedural guides, etc., which have possible impact on current or proposed HR programs.

  • Draft and develop procedural guides and standard operating procedures, as requested.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Providing operational services or technical advice on issues to agency programs related to classification, position management, recruitment and staffing and personnel actions processing;

AND

  • Communicating standard operating procedures, action plans, policy, etc. to overcome compliance, efficiency, or effectiveness barriers related to Human Resource operational matters;

AND

  • Identifying solutions to resolve issues related to staffing, recruiting, classification, position management or processing personnel actions.

Time-in-Grade:

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment:

Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The Human Resources Specialist performs a full range of complex and comprehensive human resources responsibilities which includes all grade levels and involvement in all aspects of the total management and administrative support program of the Bureau. The duties involve program operations, management advisory services, and program development.
