Duties
The following are the duties of this position at the GS-12. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position. The HR Systems Help Desk Specialist provides customer support, maintenance, analysis, project management, and customer training services for a variety of HR systems (e.g. HR Connect, WebTA, Integrated Talent Management system, Service Now-HR Service Management). More specifically:
Liaison - between various cross-agency and vendor technical pocs and functional/customer pocs for assigned systems. Participate in or lead cross agency system requirements, user acceptance testing, and implementation teams. Ensure upcoming system changes are conveyed and coordinated with impacted stakeholders across ARC HR functions and customer agencies.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.
Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience is defined as experience assisting users with a variety of automated HR systems/software in support of an organizations program operation, serving as a liaison between systems vendors/business partners and customers to resolve system problems or access requests; AND Assisting with system functionality education such as delivering systems training or updating systems documentation.
OR You may substitute education for specialized experience as follows: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR You may qualify by a combination of experience and education. Combining Education and Experience may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. Note: Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Specialized experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience is defined as experience assisting users with a variety of automated HR systems/software in support of an organization's program operation, and serving as a liaison between systems vendors/business partners and customers to resolve system problems or access requests.
OR You may substitute education for specialized experience as follows: 1 full year of graduate level education (18 Semester hours, 27 Quarter hours or equivalent)
OR
You may have a bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
General experience: For the GS-05, you must have 3 years of general, progressively responsible experience, 1 year of which was equivalent to at least the GS-4 level in the Federal service. This experience must demonstrate the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.
OR You may substitute education for experience as follows: four (4) years of education above the high school level.
OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09, you must have been at the GS-07 level for 52 weeks.
For the GS-07, you must have been at the GS-05 level for 52 weeks.
For the GS-05, you may be advanced to the GS-05 position if you have held a position no lower than GS-03 in the preceding year under your latest non-temporary competitive appointment OR have held a position at GS-05 or higher under a non-temporary appointment at any time in the past.
