Provides guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, and other approaches that may help in staffing the organization.
Studies and advises managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity.
Utilizes a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices.
Provides services to a complex organization. Evaluates position management in assigned organizations and provides assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.

Specialized Experience: One year of specialized experience which includes: 1) Completing classification and staffing actions for Federal civilian positions; 2) Determining Federal civilian entitlements according to regulations; 3) Providing advisory services to managers for Federal civilian HR-related issues; and 4) Tracking and resolving Federal civilian HR problems.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
