The purpose of this position is to serve as a Human Resources Specialist providing a variety of human resources services including management advisory functions in the areas of position classification, compensation, recruitment and placement, and organizational design.

As a Human Resources Specialist (Classification / Recruitment & Placement) you will:
Provide a full range of internal and external placement and recruitment duties for a large, multi-mission, or complex organization, for which innovative and assertive recruiting strategies are needed.
Utilize automated staffing systems, such as Web-based applications, to perform internal staffing and placement work that includes generating job analysis, vacancy announcements, and referral lists.
Provide managers, employees, and job applicants with information and interpretations of the agency's recruitment and placement procedures, practices, policies, and guidelines.
Provide advisory services for classification and/or classifies high grade or politically sensitive jobs, including the most complex work situations and occupations in the organization.
Conducts classification position reviews (audits) and prepare all required written reports and findings; Prepares classification appeal cases for adjudication by either HHS and/or the Office of Personnel Management.
Analyze serviced organizations for productivity and efficiency, and provide recommendations to management officials on the most effective position/skill mix, work processes, organizational structures, etc.
Occasional travel - 5% - As required by the positon.

Promotion potential: Yes: This position has promotion potential to GS-12. Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.

Applicants must have one year of specialized experience at or equivalent to the GS-09 level of difficulty and responsibility in the Federal service as defined in the next paragraph.
Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience advising management on laws, regulations, and policies in the field of Human Resources (Recruitment/Placement); developing vacancy announcements and determining applicant qualifications; developing narrative position descriptions; evaluating positions to determine occupational grouping, title and pay level; OR
Have a Ph.D. or equivalent doctoral degree; or three (3) full years of progressively higher level graduate education leading to such a degree; or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work (e.g. human resources management, business, or law); OR
Have a combination of graduate level education and specialized experience as described above that meets 100% of the qualification requirements for this position.
Applicants must have one year of specialized experience at or equivalent to the GS-11 level of difficulty and responsibility in the Federal service as defined in the next paragraph.
Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience advising management on laws, regulations, and policies in the field of Human Resources (Recruitment/Placement); training and providing guidance on developing vacancy announcements and determining applicant qualifications; and advising management concerning current and future staffing projections; and experience applying a full range of position classification and management principles, policies and practices to make distinctions in the crediting of factor and grade levels; and providing recommendations to management with supporting criteria and justification.
Education completed in colleges or universities outside the United States may be used to meet the education requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
