Responsibilities

The HCO mission is to make IRS an employer of choice and a leader in human capital planning and management. It develops strategies and tools for recruiting, hiring, developing and retaining a highly skilled and high performing workforce to support the IRS mission. HCO develops and implements technology-enabled systems to improve human capital planning and management and to empower employees to achieve their potential.

WHAT DOES A HUMAN RESOURSES SPECIALIST DO? As a Senior Human Resources Specialist, you will provide expert advice and consulting service to managers and executives throughout IRS on all technical facets of the recruitment and staffing program. You will also provide a broad range of advice/guidance in other specialty program areas, including employee benefits, position management/classification, personnel processing, and workers' compensation in developing recommendations/courses of action to address and/or resolve recruitment and placement issues.

As a Human Resources Specialist, you will:

  • Serve as an expert Human Resources Specialist and provide expert and authoritative staff consultative services to managers and program specialists on the full range of recruitment and placement program issues.

  • Conduct in-depth research and investigations of major and highly complex recruitment or placement issues to develop recommended improvements in policy, regulations, and/or procedures.

  • Consider the full range of interrelationships of other specialty program areas, including employee benefits, position management/classification, personnel processing, and workers' compensation, in developing recommendations/courses of action to address and/or resolve the most difficult recruitment and placement issues.

  • Perform work in support of Service-wide human resources program technical and policy initiatives/assignments.

  • Prepare position papers including detailed recommendations for management and program officials on proposed changes in program policies and organizational goals.

You must meet the following requirements by the closing date of this announcement:

GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: experience that demonstrates in-depth knowledge of the practices, laws, regulations, policies and precedents associated with an understanding of human resources management programs sufficient to provide comprehensive technical and consultative services to management; Experience with organizational structures to evaluate customer needs; Experience applying communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature; Experience with analytical techniques by conducting all necessary research, analysis, evaluation, and drafting of responses.

  • The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
