Duties & Responsibilities:

Denotes Essential Functions

  • Operate an automated Human Resource Management System (currently Peoplesoft) to prepare payroll notification forms for personnel transactions.

  • Review Temporary Disability Benefit claims for eligibility and compute Temporary Disability Benefit entitlement.

  • Review and process Workers' Compensation claims.

  • Advise Faculty, Staff, Lecturers and Casual/Emergency hires on fringe benefit programs and terms and conditions of employment in accordance with University of Hawaii Community College (UHCC) policies & procedures, collective bargaining agreements and benefit program/plan.

  • Assist in the administration of the on-campus student employment program (SECE).

  • Maintain student position database and process employment transactions in a timely manner.

  • Create and maintain personnel databases (e.g. TB clearance, I-9, transcripts, casual/overload appointments) for student employment, current and former employees to include casual hires and archived records

  • Assist with the training of SECE System for new hire employees to HR team; follow up with and assist in completing required forms.

  • Respond to inquiries & provide information to Faculty & Staff on student employment Human Resources matters by referencing student employment policies.

  • Research and resolve employee concerns/problems related to pay, leave or benefits and retirement. Advise Human Resource Manager (HRM) of unusual or difficult cases or gaps/conflicts in guidelines/plans.

  • In response to employee inquiries, analyze employee records to determine eligibility for sabbatical leave, leave without pay (LWOP), stipends, overloads, probationary credit, summer pro-rata pay and other comparable actions.

  • Provide and process appropriate documents for new Board of Regent (BOR) appointments, status changes, resignations, terminations, retirements and in-service disability, deaths.

  • Advise new employees with completion of employment benefit forms, current employees as to updates/changes and counsel employees on the various benefit plans, options and considerations.

  • Coordinate activities involved with and supporting open enrollment or any new benefit plan or update.

  • Respond as appropriate to notices of unemployment insurance claims filed with Department of Labor and Industrial Relations; Research employee records and provide requested information in consultation with state official, file employer's appeal as appropriate.

  • Use judgment in determining the type of appointment and method of payment for BOR appointments; Ensure required paperwork has been developed and processed for approval of filling and funding positions.

  • Serve as the UH Maui College (UHMC) Human Resource (HR) contact when working with the Office of Human Resources (OHR) benefits, UH Payroll, Employer Union Trust Fund (EUTF), Employee Retirement System (ERS) and other agencies that provide employee services and benefits.

  • Research and respond to requests for information from UH systemwide offices and external agencies regarding UHMC employees, their benefits and associated employee transactions.

  • Prepare, conduct and update employee orientation during which new employees are oriented to working within the UH system, get an overview of their Collective Bargaining Agreement (CBA) and informed on such issues as pay, leaves, benefits and retirement.

  • Disseminate information on benefits, updates or upcoming training or staff development offered by other agencies after identifying target audience, assessing information to be provided and determining most effective dissemination means.

  • Ensure personnel records are maintained in compliance with Federal, State and UHCC policies.

  • Collect, assess and organize personnel data from existing files and records needed for systemwide or program personnel reports, operational status reports or in response to inquiries from other agencies within UH or UHMC.

  • Prepare, regularly schedules, conducts and updates employee orientations during which new employees are oriented to working within the UH system. Get an overview of their CBA and inform employees issues such as pay, leaves, benefits and retirement.

  • Research and recommend HR staff development projects or in-service training for Faculty and Staff; plan and implement informational training to include speaker coordination, facility reservation and audio-visual equipment.

  • Assist in managing the Human Resource Office (HRO) portion of the UHMC website by coordinating and posting the current HRO policies, procedures, information and forms; contributes benefit updates and HRO initiatives; develop periodic articles for campus electronic bulletin.

  • Assists in other personnel areas such as Civil Service Employees and Casual hires.

  • Assist HRM by responding to and educating Employees and Supervisors regarding interpretations of CBA articles and UH BOR policies, rules and procedures.

  • Other duties as assigned

Minimum Qualifications:

Education and Professional Work Experience

  • Possession of a baccalaureate degree in Human Resources, Business Administration or Public Administration or related field and one (1) year of progressively responsible professional experience with responsibilities for Human Resources or Business-related field; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Knowledge, Skills and Abilities

  • Functional knowledge of principles, practices and techniques in Human Resources or Business demonstrated by knowledge, understanding and ability to apply concepts and terminology.

  • Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with Human Resources or Business.

  • Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of Human Resources or Business.

  • Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.

  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.

  • Demonstrated ability to operate a personal computer and apply word processing software.

Supplemental Minimum Qualifications:

  • Knowledge of the practices and techniques of Human Resources and or Business.

  • Ability to communicate orally and or prepare written reports.

  • Ability to understand and follow complex oral and written instructions.

  • Ability to analyze, interpret and use sound logic and judgment in application of a variety of personnel/administrative rules and regulations.

  • Knowledge of automated Human Resource Management Payroll Systems.

Desirable Qualifications:

  • Knowledge of postsecondary institution organization and processes.

  • Knowledge of basic Human Resources rules and regulations.

  • Basic knowledge on sexual harassment policies, affirmative action policies, equal employment opportunity policies and other Human Resources related policies.

  • Detail oriented and able to handle multiple tasks

  • Able to prioritize multiple duties with demanding deadlines.

  • Knowledge of basic accounting principles.
