Position Overview

Serves as the Agency statewide code and sworn timekeeper for the Office of Human Resources. Serves at the Agency subject matter expert for all code and sworn timekeeping procedures. Performs a variety of timekeeping functions and processes for the Agency to include sworn and coded employees, maintaining time and attendance records.

Essential Functions

35%-Serves as the Agency statewide code and sworn timekeeper.

  • Serves at the Agency subject matter expert for all code and sworn timekeeping procedures.

  • Performs a variety of timekeeping functions and processes for the Agency to include sworn and coded employees, maintaining time and attendance records.

  • Calculates and records benefit time used to compute overtime and holiday time at either straight time, time and a half or double time, shift differential, holiday and dock time per pay period; calculates benefit time, accrual and use of time at the end of each month.

  • Researches, analyzes and prepares various timekeeping reports for ISP command.

  • Reviews policies and procedures and makes recommendations for system changes related to timekeeping.

  • Monitors timelines of attendance records, reporting any discrepancies to command.

25%-Serves as a liaison for the ISP staff and management.

  • Provides division liaisons and agency management with advice and counsel for timekeeping actions required under the rules, classification plan, pay plan, collective bargaining contracts, insurance program, information systems program and other personnel administrational programs and activities.

  • Provides timekeeping information and assistance to employees.

  • Uses systems to on-board new employees with timekeeping functions and make changes to existing employee schedules based upon departmental policies and collective bargaining agreements.

  • Provides written responses regarding timekeeping inquiries and questions from employees by applying timekeeping rules, processes and procedures - proofreading for errors, grammar and spelling.

20%-Serves as liaison for ISP programs and duties in relation to Timekeeping:

15%-Assists with training on timekeeping procedures

  • Assists with drafting and maintaining a detailed training manual.

  • Assists with the training of new employees and supervisors on timekeeping system procedures.

  • Provides guidance to supervisors or division liaisons on the computation of complex time calculations.

5%-Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college and one year of professional experience, preferably in human resources, or satisfactory completion of an approvedtraining program.

Preferred Qualifications

  • Prefers two (2) years of experience with the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, departmental policies and procedures.

  • Prefers one (1) year of experience with timekeeping procedures.

  • Prefers one (1) year of experience working with a high volume of information; sorting information into like categories, and verifying by a systematic method the reliability of held information

  • Prefers one (1) year of experience assimilating information and data, and recalling, with a reasonable degree of proficiency, facts and figures.

  • Prefers two (2) years of experience using computer systems, software, templates, or other guides.
