Provide professional Human Resources services to attract, engage, and retain a workforce that represents and serves our community. The primary focus of the position is in the areas of staffing and recruiting, job classifications, employee success, training and development, and employee relations.

Support our staffing and recruiting activities by assisting in the development of job descriptions and qualifications, posting positions, screening applications, managing the hiring process, coordinating pre-employment examinations, maintaining eligibility lists, and processing resignations.
Organize and implement a new employee orientation program that reflects the City's values.
Support and assist HR staff in organizing and implementing our employee service awards.
Assist the HR team in maintaining and updating the Compensation Plan.
Support HR Business Partners in assessing positions for position creation and reclassifications.
Assist the Human Resources Manager with developing and costing and developing proposals in collective bargaining.
Support the Human Resources Manager in processing union grievances.
Assist in completing research projects, salary surveys, and compensation studies.
Assist with processing unemployment claims.
Other related duties as assigned by the Human Resources Manager.

MINIMUM QUALIFICATIONS
Bachelor's Degree in business administration, industrial relations, or related field, and four (4) years of Human Resources experience; or SHRM Certification and five (5) years of Human Resources experience
Two years of responsible experience in recruitment, including examinations, interviewing, and onboarding
DESIRABLE QUALIFICATIONS
Advanced college degree in business administration, industrial relations, or a related field
SHRM Certification
Experience working in a public sector human resources department
Working knowledge of public sector employment laws
Experience with an HRIS System
Experience with NEOGOV or similar applicant tracking system
Proven ability to navigate complex employee relations issues
Strong organization and project management skills
Experience representing the employer in labor relations
Experience with evaluating position responsibilities and compensation plan placement
SUPERVISION OF OTHERS
This position does not supervise others.
CONDITIONS OF EMPLOYMENT:
If hired with a SHRM certification in lieu of Bachelors, must maintain SHRM certification.
Anticipated Hiring Range: $88,159 - $93,528 Annually
2024 Full Salary Range: $88,159 - $117,530 Annually
