GENERAL STATEMENT OF DUTIES:

Performs high level functions for the Office of Human Resources. Conveys the highest standards of decorum, office skills and interpersonal relationships with fellow employees, department members and the public.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Serves as a resource to administrators with regard to policies, procedures and benefits. Acts as a liaison to a variety of parties, both internal and external, to manage human resources activities as well as research and resolve specific issues. Assists in the interpretation of bargaining unit contracts.

  • Manages and administers all employee insurance benefits including medical, dental, HSA, FSA, DCA, life, and long term disability for all current and retired employees. This includes education, enrollment and termination of coverage. Serves as a liaison for employees when issues with coverage arise, working closing with the carriers to resolve concerns. Serves as a member of the Benefits Committee.

  • Conducts new employee benefit orientations and ensures all appropriate paperwork for new hires is completed within established time constraints.

  • Oversees the districts unemployment reporting. Responds to claims, attends hearings as required and ensures the District's compliance with DOL timelines.

  • Manages the creation and entry of all benefit related deductions in the payroll system. Conducts benefit related research as needed for various projects and reports. Administers the monthly billing and balancing for the medical, dental, and retiree premiums and uploads monthly TRB accounting.

  • Utilizing a high degree of technological understanding, oversees HRIS systems including iVisions, Recruiting and Hiring, Absence Management, Frontline Central, and Employee Navigator. This includes daily and annual maintenance requirements as needed.

  • Provides professional administrative and technical support in collecting, generating and analyzing data and reports. Assists with the research and preparation of documentation in support of labor relations and negotiations efforts including, but not limited to, salary surveys, benefit spreadsheets and costs analysis.

  • Oversees the coordination of applicable pre-employment screening and fingerprint processing, ensuring compliance with strict standards from DPS. Coordinates DPS audit when required.

  • Manages recruitment and retention for all substitute teachers and substitute paraprofessional staff. Conducts weekly interviews and background checks, makes employee offers and conducts onboarding. Provides training as needed on the Absence Management system and acts as liaison between administrators, teachers and substitutes regarding any substitute issues that arise. Coordinates annual Substitute Social, ensuring annual compliance with all mandated training requirements.

  • Manages HR related Reporting including ED156, CRDC Staff Reporting, OPEB Reporting Data, EEOC Compliance Report, ACA Reporting, OSHA Reporting and annual certified attendance report.

  • Prepares annual contracts for all certified staff and ensures receipt of signed documents from each employee.

  • Conducts individual meetings with staff as needed, such as maternity and retiree planning sessions.

MINIMUM QUALIFICATIONS, KNOWLEDGE, SKILL AND ABILITY:

Bachelor's degree with at least four years of related Human Resources experience required, preferably within the public school environment. HR Certification preferred (PHR, SPHR, and/or SHRM-CP). Experience in a high paced and challenging environment dealing with confidential material; advanced technology skills, including but not limited to word processing, creation of forms and tables, Excel, PowerPoint, Access and Google Suite; High level of organizational skills; ability to take direction and manage HR related issues; independent, flexible, well organized approach to task completion, including the ability to anticipate needs and complete tasks in a timely and professional manner; strong oral and written communication skills; ability to work directly with administrators; ability to interact well and effectively with faculty, students, parents, colleagues and the community.

TERMS OF EMPLOYMENT:

Full time unaffiliated, 52-week position with full salary and benefits. Salary based on qualifications and experience - $65,000 - $75,000.
