Introduction THIS IS A NEW ASSEMBLED EXAMINATION.
The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.
Applications and Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application.

DESCRIPTION THE AGENCY Zone 7 provides treated drinking water to four major water retailers serving around 220,000 residents and businesses.
The retailers are: the City of Pleasanton; the City of Livermore; California Water Service Company

  • Livermore; and Dublin San Ramon Services District, which provides water service to Dublin and the Dougherty Valley area of San Ramon THE POSITION Human Resources Officer, Zone 7 classification.
    Under close supervision at the I level and under general direction at the II level, assist in the development and maintenance of a personnel management program in the Zone 7 Water Agency, which includes recruitment, examination development and administration, employee selection, position classification, employee relations, and technical advice in the administration of human resources activities; and other related work as required.
    Human Resources Officer I, Zone 7 is the entry-level class in this professional series.
    This class is distinguished from the next higher level one of Human Resources Officer II, Zone 7 in that the former is under close supervision and incumbents are in training and learning the full scope of the assigned duties and responsibilities, while the latter is the journey level, independently performing the full scope of the duties and responsibilities of the position.
    The class is also distinguished from the next lower one of Employee Services Specialist, Zone 7 in that incumbents of the latter class are paraprofessionals performing technical and administrative work related to a variety of personnel services in support of professional staff.
    Incumbents of the Human Resources Officer I, Zone 7 classification are expected to gain experience and demonstrate proficiency in the level of work performed which will qualify them to promote to the higher level after one year of full time service.
    THE IDEAL CANDIDATE The ideal candidate has experience with a proven track record of success that demonstrates knowledge, skills and abilities in the following areas: A self-starting individual with proven experience working with public sector Human Resources who displays and promotes high standards of ethical conduct and behaviors consistent with agency and governmental standards.
    Possesses a broad understanding and knowledge of Federal, State, local and public sector labor laws, case law, employee relations rules, regulations and practices related to administering labor agreements to provide sound advice and guidance to managers and resolve a wide range of complex interrelated HR issues.
    Advises and assists managers in staffing, position management, benefits and payroll, employee retention and employee and labor relations.
    Presents information effectively in both written and oral formats to create understanding with diverse agency clients and the public.
    Develops and maintains effective relationships with others; relates well to people from varied backgrounds and in different situations; shows understanding, courtesy, tact, empathy, concern, and politeness.
    Demonstrates knowledge of principles and practices related to identifying, attracting, and selecting individuals and placing them into positions to address changing organizational needs.
    Understands the functions of EEO Special Emphasis Programs and the application of measures to ensure that equal employment opportunity and treatment of employees exist in all occupations and at all levels of the organization.
    Recognizes the importance of cooperation and seeks opportunities to collaborate across the Agency to identify and solve interrelated challenges and ensure efficient completion of Agency goals.
    Applies knowledge of consensus building, coalition building, mediation, and other non-adversarial problem solving approaches to resolve labor relations problems and advise management.
    Reviews complaints or grievances; with management, performs fact-finding and advises management on the preparation of disciplinary and adverse action, grievance, and appeal letters.
    Exhibits adaptability and enthusiasm when implementing changes.
    MINIMUM QUALIFICATIONS EITHER I - Experience: The equivalent of two years full-time experience as an Employee Services Specialist, Zone 7 or higher-level administrative class in the Alameda County classified service, which included human resources duties and responsibilities.
    (Non-classified includes District Attorney's Office, Hospital Authority, and the Consolidated Courts.) OR II - Education: Possession of a Bachelor's degree from an accredited college or university in human resources management, business administration, industrial psychology, political science, public administration, or a closely related field.
    OR III - Experience: The equivalent of two years full time professional level experience involving the management of the full range of duties of human resources activities for the organization, including one or more of these areas, position classification, salary administration, recruitment, preparation, validation and administration of examinations.
    NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

EXAMINATION COMPONENTS The examination will consist of the following steps: A review of candidates' application to verify possession of minimum requirements.
Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
A review of the supplemental questionnaire to determine the best qualified.
An oral interview which will be weighted as 100% of the candidates' final examination score.
The oral interview may contain situational exercises.
Candidates must attain a qualifying rating on each portion of this recruitment.
