Duties

As a Human Resources Officer in the United States Attorney's Office (USAO), you will join a well-respected team that is responsible for providing a variety of human resources services to the United States Attorney's Office, Central District of California.

Typical work assignments will include, but are not limited to:

  • Serving as the authoritative consultant and key advisor to all management officials within the District on all functional areas of Human Resources management.

  • Supervising a Human Resources Staff, making final technical decisions on work problems and products.

  • Reviewing work in progress or upon completion to ascertain problems in accuracy, adequacy, and adherence to procedures and takes appropriate corrective action.

  • Planning, developing, and administering an effective recruitment and retention program.

  • Providing guidance on position management and classification of positions.

  • Providing advice and assistance on performance management and employee relations.

  • Administering a benefits program.

  • Administering guidance on compensation and leave.

  • Initiating, coordinating, and overseeing special studies, programs, and studies and facilitating the implementation of new or revised policies and programs.

Qualifications

GS-13: To be eligible at the GS-13 level, you must meet one full year of specialized experience as defined below:

Specialized Experience: One full year of specialized experience equivalent to the GS-12 level.

Specialized Experience must have provided the applicant with the ability to support senior management of an organization through the planning, analyzing, managing and evaluating of a Civilian Federal Human Resources management program in the areas of staffing and recruitment andtwo or more of the following: position classification, performance management and recognition systems, compensation and leave, employee benefits or processing, records management and administration.

Examples of specialized experience include: providing management with a wide range of strategies in administering staffing and placement activities; recommending changes in recruitment practices and processes; conducting analysis of positions and determining classification; preparing responses to external classification review/audit findings and recommendations regarding sensitive issues; providing advice and assistance on the processes and procedures of performance management systems and incentive awards; researching, interpreting and applying compensation laws and regulations to individual situations and questions raised by staff; counseling employees and beneficiaries on benefit programs coverage options, coverage, and advantages and disadvantages of benefits; ensuring timely resolution of processing system errors; ensuring that personnel files and records are maintained in accordance with agency rules, Office of Personnel Management, and National Archives and Records Administration guidelines.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. To be well-qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria. You must provide proof of eligibility to receive selection priority. Such proof may include a copy of your written notification of ICTAP eligibility or a copy of your separation personnel action form.
