The Maine Department of the Secretary of State seeks a Human Resources Manager. Responsibilities include managing the entire employee life cycle, from recruitment and onboarding to performance management, exit interviewing and trends analysis. The Human Resource Manager plays a critical role working in a small but high impact HR office.

This position is scheduled Monday-Friday and reports to the Human Resources Director in the Bureau of Motor Vehicles, Department of the Secretary of State. This is an on-site position, based in our Augusta office. There is potential to work occasionally off-site or from home once fully trained.

A typical day involves:

  • Directs talent management program including recruitment, hiring process, compensation analysis, and exit interviews.

  • Manages compliance with Equal Employment Opportunity, the Americans with Disabilities Act and Maine Human Rights Act laws, including requests for reasonable accommodation.

  • Understands and informs supervisors about updates to Civil Service rules and Collective Bargaining contracts and manages contracts for temporary staff.

  • Analyzes data and provides reports to senior management about vacancies, retention, rates and causes of turnovers, etc.

  • Manages response to complaints brought forward by employees or customers, including investigating, writing reports, and determining appropriate and equitable action.

  • Processes Family Medical Leave of Absence requests, and workstation ergonomic evaluations.

  • Represent the department at meetings of state government HR groups, such as those related to the wellness program, policies and software and data base development.

  • Assume the responsibilities of the Director of Human Resources, in their absence.

  • Assume responsibilities of other staff in the HR office as needed.

To be successful in this role, you will need:

  • Knowledge of or ability to learn and interpret:

  • State government structures and practices

  • Complex Civil Service rules, and Maine public employee's collective bargaining agreements.

  • Excellent or advanced skills in:

  • leadership and conflict resolution

  • oral and written communication.

  • staff and project management

  • organization and multitasking skills.

MINIMUM QUALIFICATIONS

  • Demonstrated skills and experience in:

  • Using a Learning Management System

  • Strategic planning and Organizational development

  • Including change management and converting to digital recording keeping and filing.

  • Creating and implementing Diversity, Equity, and Inclusion informed programs and policies

The Department of the Secretary of State (SoS) includes the Bureau of Motor Vehicles, the Bureau of Corporations, Elections and Commissions, and the Maine State Archives. There are 450 staff positions in the department, and it includes staff working in Augusta and across the state of Maine.
