The Human Resources Manager is responsible for performing and supervising the work of HR professionals in the areas of status changes, HRIS, job descriptions, ADA equipment order processing and tracking, coordination of ergonomic assessments, tuition reimbursement, I-9 completion, classification/compensation, organizational charts, processing new hire paperwork, tracking metrics, employee on-boarding, Arizona Level One clearance cards, and other related areas for the Division. Will determine workload and assignments for direct reports based on demand. Oversees the day-to-day activities, coach, train, counsel and evaluate performance of direct reports. Address more complex matters and provide guidance to direct reports on problem solving and resolution.
Manages the classification and compensation program for staff and management positions related to salary change requests in accordance with employment laws.
Reviews/submits and/or develops/writes proposed job description. Analyzes requests for new, redesigned/reassigned positions to submit for approval in accordance with classification standards.
Responsible for identifying best practices in customer service, implementing a wide range of HR process improvements designed to eliminate waste; increase productivity and improve operational efficiencies.
Supervise a team of Personnel Analysts; train, counsel and manage performance, attendance and behavior; monitor work-flow of direct reports performing HRIS activities.
Effectively maintaining positive relationships with internal and external partners
Partner with Leadership to review/draft job descriptions as necessary to obtain benchmark data for new roles/positions
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Human resources information systems and related software;
Supervision and leadership, meeting performance measures, project planning, motivation of employees, excellent customer service
Maintain up-to-date knowledge of policy and procedures, improve performance, and analyze and interpret data
Proven classification and compensation experience
Computer skills in Microsoft Word, Excel, Adobe, Internet, HRIS etc.
Oral and written communication, including public speaking;
Problem identification and resolution; Planning and organizing
Effectively resolving complex problems, and establishing and maintaining effective working relationships within the staffing team, other HR teams, and Division units
Maintain confidentiality; Adapt to changes quickly;
Handles employee issues with sensitivity;
Research, design, prepare, and present data for management reports
State travel is required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months is required including no DUI, suspensions or revocations and less than 8 points on your license. A copy of your MVR (Motor Vehicle Record) is required at the time of your interview, if an Out of State Driver License was held within the last 39 months. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees
Successfully pass background and reference checks; employment is contingent upon completion of the above mentioned process and the agency's ability to reasonably accommodate any restrictions
