General Description
Responsible for the agency's human resources function, leads the agency's human resources team, and serves as a member of the Executive Management Team.
As a manager, responsible for the human resources team's performance and accurate delivery of services to meet the agency and employee needs in compliance with the local, state, and federal labor laws and regulations.

1.Leads the agency's human resources function
Ensures that the human resources function meets agency needs
Interprets human resources practices and policies and ensures compliance with federal, state, and local regulations, policies, and funding requirements
Manages the agency's compensation, recruitment and selection, and performance management programs
Analyzes and evaluates effectiveness of current HR programs, benefits, policies and practices
Initiates necessary changes required for improvement and assesses the need for new programs, benefits, policies and practices
Monitors the department's use of agency resources to carry out its mission
Oversees and ensures compliance with confidentiality and HIPAA laws
2.Manages human resources team to meet expectations and goals
Prioritizes HR team's workload (short and long term), assigning employee tasks to accomplish work within prescribed time frames
Manages staff performance and provides support in the areas of development
Assists with updating and developing work procedures and standards, including employee onboarding, protected leave administration, and job/pay changes
Assists HR staff with accessing and generating data from Payroll systems
3.Leads the agency's employee and labor relations
Serves as primary liaison with the union leadership on labor issues, grievances and is the lead management representative during contract negotiations
Consults and advises on employee-relations issues, guides problem resolution, oversees fact finding, conducts investigations, and reports outcomes as needed
Ensures labor relations conform to labor laws, and promotes a collaborative spirit with union leadership
Interprets and ensures that labor contract obligations are met
Ensures labor laws are followed for all staff and is primary author of agency Employee Handbook
4.Administers the agency's employee benefit program
Oversees administration of the benefits program
Researches, evaluates, and recommends changes to employee benefit programs to meet employee needs within the agency budget
Oversees communication of benefits offerings to employees
Works closely with administrative services and vendors to ensure benefit program reporting requirements are met
Serves as chair for the Union/Management Insurance Committee
5.Oversees risk management in assigned areas
Oversees filing of claims, return-to-work programs, OSHA reporting, and general administration
Ensures that the agency has adequate Worker's Compensation and Volunteer Insurance coverage
Oversees employee safety and ensures an HR representative sits on the Safety Committee
Implements recommendations of the Safety Committee
6.Serves as an agency representative
Represents the agency in diverse settings, including substituting for the Executive Director; presenting to the Board, advisory councils, and other groups; and serving on assigned committees or work groups
May lead or facilitate meetings or work groups
7.Serves on the Executive Management Team
Recommends and participates in visioning and strategic planning
Recommends and provides analysis of impact of recommended agency policies
Participates in agency decision making
Represents and supports management decisions
Serves as the Executive Management Team knowledge expert, including current trending, best practices, and compliance within the human resources arena
Serves as a key leader within assigned duties
Experience and Skills:
Minimum Qualifications - Experience and Education
Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. However, the following is preferred:
Bachelor's degree in human resources, labor relations, public/business administration, or related field
Four years of management experience
Human resources management experience with knowledge of public sector and labor relations
Must possess the knowledge, skills, and abilities to accomplish the essential functions of the position
Preference will be given to candidates who, in the course of obtaining the specified experience and training, have senior management experience in a similar agency.

Work Environment and Physical Demands
The human resources manager works in an office environment. They:
Use a computer, telephone, and other office equipment
Need to tolerate and be able to work where the noise level is that of a typical office
May encounter frequent interruptions throughout the work day
Use technology and equipment resources as necessary to meet job requirements, including word processing, spreadsheets, database, internet research, mail, IM, phones, copiers, etc.
Travel regularly within the agency's service delivery area (in an agency or personal vehicle)
Are regularly required to sit, talk, or hear
Use repetitive hand motions
Must be able to handle objects and sustain a sense of touch
Must be able to stand, walk, reach, and bend
Must be able to lift up to 40 pounds
As an executive, the person in this position is required to work additional or irregular hours on occasion, and may respond to emergency situations.
