Job Description

VTA Human Resources has undergone a metamorphosis, and we are looking for a manager to join us in modernizing processes and be a visionary for elevating HR services!

This Manager oversees the Retirement Services and the Classification and Compensation and reports to the Deputy Director of HR.

The ideal candidate should have experience with Board or Committee meetings, writing Board memos and working with labor unions. Public sector retirement plan experience is a must; defined benefit and defined contribution plan knowledge is essential. VTA staff are enrolled in either the CalPERS pension plan, or a unique, defined benefit pension plan for ATU membership of Operations staff, administered by VTA. VTA also offers 457(b) and 401(a) deferred compensation plans. The Manager will be expected to participate in the ERP implementation project, particularly as to how it relates to retirement services; improve administration processes and make recommendations for organizational effectiveness.

The Manger recommends structures and strategies for pay and job evaluation programs that ensure pay programs remain competitive and conform to current VTA policies and collective bargaining agreements. They will also be responsible for implementing the agency-wide Classification and Compensation study results.

Definition

Under direction of the Deputy Director, Human Resources & Diversity Programs, the Human Resources Manager plans, organizes, and manages the Human Resources Department, including the Recruitment and Selection, Health and Welfare, Classification and Compensation, and Retirement Services units.

Distinguishing Characteristics

This non-rep management position is responsible for managing assigned human resources units, including subordinate first-line supervisors over each functional area. This classification is distinguished from Senior Human Resources Analyst in that the latter is a first-line supervisor over one or two human resources units, whereas the former is a second-line manager with responsibility over all program areas in the Human Resources Department.

Essential Job Functions

Typical Tasks

  • Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines staff;

  • Plans, assigns, directs, reviews and evaluates the work of staff, programs, and functions;

  • Directs and manages the analysis and evaluation of positions for classification and compensation;

  • Directs and manages employee and retiree benefit programs, including cost control;

  • Ensures compliance with laws, rules, and regulations pertaining to assigned program areas;

  • Develops and interprets rules, policies, procedures and collective bargaining agreements;

  • Confers with VTA supervisors and managers and provides technical assistance;

  • Provides consultation and advice to executive management on human resources issues;

  • Monitors legislative activity that impacts program areas in the department;

  • Explains, justifies, and defends human resources policies, procedures, and activities;

  • Prepares and presents staff reports and other documents and correspondence;

  • Attends and participates in professional group meetings; stays abreast of trends and innovations in human resources;

  • May serve as a member of the management team in meetings with collective bargaining groups;

  • Develops and administers the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary;

  • Ensures the integrity of systems and processes of assigned program areas;

  • Represents VTA on boards, commissions, and committees as required;

  • Performs related duties as assigned.

Minimum Qualifications

Employment Standards

Sufficient education and increasingly responsible experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in human resources, business administration, or a related field, and six (6) years of increasingly responsible experience performing human resources management and analysis for a public or private sector organization, including professional experience in several human resources program areas.

Experience in a supervisory capacity is required.
