Job Description Job Description Essential Duties and Responsibilities Develop and direct policy, goals, objectives and systems to coordinate human resources activities, such as employment, compensation, labor relations, benefits, training, and employee services by performing the following duties personally, Identifies and maintains knowledge of legal requirements and government reporting regulations affecting corporate human resources functions and ensures policies, procedures, and reporting are in compliance. Proposes, publishes and administers corporate personnel policies.

Consults legal counsel to ensure that policies comply with federal and state law. Responds to inquiries regarding policies, procedures, and programs. Represents organization at personnel-related hearings and investigations.

Company liaison to government auditing officials. Writes and delivers presentations to corporate officers regarding human resources policies and practices. Writes directives and conducts training, advising department managers of company policy regarding equal employment opportunities, affirmative action, employee relations, compensation, and employee benefits.

Develops and maintains Affirmative Action plan to comply with OFCCP regulations required for government contracts. Reports new government contracts to OFCCP that includes vendor certifications. Files EEO-1 annually, maintains other records, reports, and logs to conform to EEO regulations.

Files VETS-100 annually to conform to OFCCP regulations. Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization. Responsible for updated personnel records and integrity of personnel files.

Monitors unemployment claims and responds to appeals. Administers compensation program to ensure compliance and equity within organization. Administers classification programs, which includes classifying and reclassifying positions in compliance with FLSA.

Analyzes wage and salary reports and data to determine competitive compensation plan. Conducts annual HR audits and revises salary administration program as needed. Confers with management and supervisors to identify personnel needs, job specifications, job duties, qualifications, and skills.

Writes job descriptions and reviews and edits job descriptions. Prepares annual human resources departmental budget. Develops and administers an effective recruitment program.

Writes and places job advertising in various media. Utilizes Internet online recruiting sources to identify and recruit candidates. Attends job fairs.

Recruits, interviews, tests, and selects employees to fill vacant positions according to organization guidelines. Develops and coordinates internal job posting program and writes job postings. Plans and conducts new employee orientation, creates and monitors on boarding process to foster positive attitude toward company goals.

Responsible for career development training programs for all employees. Provides internal and external employee training programs. Enhance morale and productivity, limit job turnover, and help the organization increase performance and improve results.

Advises management in appropriate resolution of employee relations issues. Coordinates and conducts HR related management training programs such as effective interviewing, basic human resources laws, legal documentation, coaching and mentoring, leadership, terminations, promotions, performance review, safety, and sexual harassment. Administers performance review program to ensure effectiveness, compliance, and equity within organization.

Monitors performance appraisal programs. Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations. Develops and maintains a human resources system that meets top management information needs.

Provide monthly management reports that include turnover, recruitment costs, employee disciplinary actions, timely employee evaluations, worker’s compensation and liability insurance. Designs personnel form and directs the maintenance of personnel records by all departments. Investigates accidents and prepares reports for liability insurance carriers, Worker’s comp carrier and OSHA.

Liaison between liability and worker’s compensation insurance carriers and organization. Keeps required OSHA records and logs all reportable accidents. Monitors workers’ compensation claims and coordinates work between employee and insurance carrier.

Monitors office safety program and risk management program. Development and maintenance of Employee Safety Manual. Member of company safety committee.

Responsible for monitoring drug free workplace process, hepatitis shots and semi-annual motor vehicle reporting. Directs benefits administration of health and welfare benefits programs including enrollments and terminations. Explain benefits and ensure employee understands benefits.

Ensure compliance of COBRA administration and keep abreast of changing Federal and State regulations and legislation that may affect employee benefits. Responsible for annual open enrollments of health, dental, life insurances and 401-k plan. Provide annual employee census reports to TPA for 401-k and profit-sharing administration.

Processes required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions. Reviews billings for accuracy, codes and advances for payment. Resolves discrepancies with carriers, payroll and the company.

Administrator of Family Medical Leave (FMLA) and HIPAA Privacy Officer. Participate in executive administrative staff meetings, and attends other meetings, such as seminars for continuing education, Coordinator of company events including annual holiday party, annual summer picnic and other company meetings. Qualifications, Education, Experience and Certifications · Bachelor’s degree (B.A. or B.S.) from four-year college or university; preferably in Human Resources Management and 5 years related experience and/or training; or equivalent combination of education and experience. · SHRM-CP or SCP Certification, or PHR or SPHR Certification preferred. · Bilingual in English and Spanish preferred. · Strong written and verbal communications skills; ability to prioritize multiple tasks; proactive and deadline-oriented; Excellent customer service and negotiating skills; and training skills. · Knowledge of Database software; Human Resource systems; Internet software; Payroll systems; Project Management software; Spreadsheet software and Word Processing software. · Extensive knowledge of human resources federal and state laws.

Knowledge and experience of organizational development, conflict resolution, and employee relations. Physical Demands and Work Environment While performing the duties of this job, the employee is regularly required to sit for extended periods of time. Employee is frequently required to move around office to communicate with staff.

The noise level in the work environment is usually moderate. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.
