Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization. In addition to performance-based merit increases, this position is scheduled to receive a salary range increase on the following date:
Effective June 27, 2025 - 4.00% increase

This recruitment will establish anopeneligible list and may be used to fill immediate and future Regular, Limited-Term, or Extra Help vacancies within Human Resource Services. This eligible list may be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE OPPORTUNITY
A hybrid work schedule may be available for this position. This may revert to a regular on-site schedule depending on business needs.
Positions in this classification have overall responsibility for managing a unit supporting a Countywide human resources function or a human resources unit for a County department, which may include supervision of classification and compensation, recruitment, training, employee and labor relations, and/or employee benefits.
Managers at this level are expected to be proven leaders and strategic thinkers with a well-developed HR skill set and are responsible for a wide variety of activities such as:
The immediate vacancy is with The County Executive Office, Human Resource Services in Employee Benefits. The Human Resources Manager will manage one (1) or more critical programs to support the strategic improvement of the County's benefits programs and administration. As a Program Manager on the Employee Benefits team, the incumbent will be responsible for:

MINIMUM QUALIFICATIONS
Candidates must have at least one of the following:

A Bachelor's degree in human resources, business, public administration, or related field may substitute for one (1) year of the required non-supervisory experience.
A Master's degree or higher in human resources, business, public administration, or related field may substitute for two (2) years of the required non-supervisory experience.

RECRUITMENT PROCESS
Human Resource Services (HRS) will screen all application materials to identify qualified applicants. After screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the recruitment.

Candidates who meet desirable qualifications will be invited to participate in one or more-job related assessments. Candidates will be notified of their test date and access code, if applicable.
Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
Eligible List | Score Groups
Once all assessments have been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
