We are looking to hire a Human Resources Manager to join our MGP team in Atchison, KS. This position will function as the main HR support for assigned division. Coordinates HR policies and programs ensuring that the organization is in compliance with applicable laws and regulations. Works closely with the Director of Employee Relations in developing, implementing, and evaluating ongoing HR policies, programs, functions, and activities. Manages payroll processing. Leads employee/labor relations for the facility. Responsible for the execution of HR initiatives at the site level. This position also manages workers compensation.

What will you do?

Payroll Processing Management

  • Manage the payroll processing function to ensure that all procedures meet internal and external controls/requirements.

  • Perform final review and submission of payroll. Research and process payroll corrections as needed.

  • Process new hires, terminations and changes regarding payroll and benefits in the HRIS/Payroll System

  • Manage garnishments received by Company

  • Distribute monthly, quarterly and fiscal year-end reports as needed for payroll processing and budgeting purposes.

Payroll Tax Compliance

  • Ensure the organization's compliance with multi-state payroll tax reporting and withholding responsibilities.

  • Ensure compliance with all payroll related local, state, federal and other applicable tax laws and procedures.

  • Coordinate registration in new employment tax localities.

Employee/Labor Relations

  • Assist in the negotiations of a profitable and equitable agreement for the company.

  • Maintain a clear understanding of the collective bargaining agreement.

  • Interpret CBA to assist personnel with executing the agreement.

  • Provide guidance and recommendations for problem resolution to departmental officials and individuals. Provide advice and counsel to facility management regarding appropriate progressive discipline, attend disciplinary meetings, when appropriate and facilitates all plant level terminations.

  • Lead/conduct effective and thorough investigations to resolve employee complaints in a timely fashion and promote a positive employee/employer relationship.

  • Manage grievance process, including investigation of grievances, employee complains and other personnel issues.

  • Foster strong working relationships with management.

Works closely with management and employees to improve work relationships, build morale and increase productivity and retention.

Employee Recruitment

  • Work closely with the Talent team to recruit full-time and intern associates for the plant and corporate operations. Complete hiring process within defined metrics to minimize overall time-to-start.

  • Maintain and monitor relationships with temporary work placement agencies for placement of quality temporary workers as

needed.

Recordkeeping/Government Compliance

  • Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partner with the legal counsel as needed/required. Maintain responsibility for organization compliance with federal, state and local legislation pertaining to personnel matters.

  • Prepare and deliver for unemployment claims, including participating in the appeal process to avoid unnecessary unemployment charges to the company.

  • Assist in HR internal audits providing required documentation to establish compliance with all internal controls and external requirements.

  • Administer attendance policy for all employees for assigned location, including creating necessary disciplinary documentation and conducting personal reviews with employees as needed.

Training and Development

  • Work with Talent and Development team to provide guidance and support in the design, development and implementation of training plans to fulfill training needs required to achieve business goals.

  • Train new and existing employees on HR rules, policies, procedures and the CBA to provide knowledge of HR and Labor Union requirements.

  • Train new users on HR systems as needed.

  • Coach and develop the HR Business Partners

Health & Safety

  • Manage claim process for workers' compensation at assigned company location. Perform claims reporting duties and monitor claims closely. Maintains close contact with injured employees, following up as needed. Follow-through on injury accidents to the point of return-to-work and/or release of injured employee.

  • Act as a liaison with WC insurance carrier.

What do you need to bring to the table?

  • B.S. degree in human resource management, business or closely related field or equivalent combination of training and experience.

  • Background in employment law and other government compliance regulations pertaining to human resources.

  • Working knowledge of multiple human resource disciplines, including recruitment, employee and union relations, diversity and performance management.

  • Professional in Human Resource (PHR) certification preferred.

  • Seven years' experience in human resource management.

  • Three years' experience in labor relations preferred.

  • Experience with HRIS/HRMS system management.

  • Experience with an HR/Payroll System.

  • Experience with an Automated Timekeeping System.

  • Excellent verbal and written communication skills.

  • Requires strong multi-tasking and presentation skills.

  • Strong personal computer skills particularly within Microsoft Office Suite.
