The Employee Services Division within the Metro Transit Department (MTD) seeks an experienced, collaborative, and motivated HR Manager I for the HR Information Management (HRIM) Team.

As the HRIM Manager, you will

  • provide leadership and influence culture.
  • manage HR information for people, services, and processes.
  • improve processes through technology, organizational design, and data-driven decision making.

This role is responsible for leading, directing the work of, and supporting Metro's HRIM Team, ensuring the effectiveness of processes that support position management, contract implementation, records management, and other HR information processes. This role will also collaborate with cross-functional teams to enhance HR processes, systems, and tools, ensuring optimal employee experiences and organizational effectiveness.

The HRIM Manager is a member of the Employee Services Management Team (ESMT) and reports to Metro's HR Manager III. As a strategic partner to the HR Manager III and a subject-matter expert, you will serve as the main ambassador for this area of work and provide guidance and recommendations about complex pay-related issues, records management, and other HR information to partners at every level across and beyond the department.

You will work with the HR Manager III to build and implement strategic plans that center team development and effective processes while keeping a keen eye on culture.

Job Duties

As the HRIM Manager, you will:

Provide Leadership and Influence Culture

  • Guide the HRIM team, set goals, and create a supportive environment for excellence through active listening, coaching, and feedback.
  • Recognize strengths and navigate challenges with the team. Foster team morale, trust, and mutual respect.
  • Facilitate collaborative problem-solving between the HRIM team and all other teams within Employee Services, promoting healthy communication, role clarity, and accountability.
  • Evaluate individual and team performance and work collaboratively with the individuals to coach and improve performance and maintain accountability to high standards.
  • Work collaboratively with the team by involving them in decisions and listening to and incorporating their feedback and suggestions.
  • Provide continuous learning opportunities to ensure team is up to date on best practices, laws, policies, processes, and contracts.
  • Serve as a contributing member of Metro's HR Service Delivery Leadership Team and the Employee Services Management Team (ESMT)

Manage HR Information for People Services and Processes

  • Manage a team responsible for coordinating and administering HR /Payroll changes for over 5,000 employees, concentrating on areas impacting payroll/benefits,[GS1] union status, and compensation (e.g. new hires, promotions, terminations, reclassifications, organizational hierarchies, position control)
  • Work collaboratively with the Business Resource Center (BRC) in managing and administering the human resources component of PeopleSoft in areas of data collection, maintenance, and the integrity of the system.
  • Serve as PeopleSoft Department Security Officer. Develop and/or coordinate the development of audit reports. Research reasons for data anomalies and ensure appropriate corrections or adjustment are made.
  • Collaborate internally with other Employee Services teams, and externally with the Department of Human Resources (DHR), Business Resource Center (BRC), Office of Labor Relations (OLR), and Central Payroll to ensure HRIM team offers technical advice to our Metro managers and employees in areas of compliance with collective bargaining agreements, administration of Contingent Workers rules guidelines, government regulations, benefit administration, as well as updates to King County and Metro policies and procedures.
  • Work collaboratively with BRC and OLR on contract implementations, merit increase process, and year-end and year-beginning activities.
  • Work with Metro's Finance/Administration in areas of budget setup, position controls within PeopleSoft.
  • Develop and maintain people metrics reporting, and advanced and predictive analytics. Monitor and assess statistical information reporting requirements; ensure the development of routine and specific reports in accordance with the needs of Metro, collective bargaining agreements, other King County departments, and external stakeholders.
  • Be the HR point of contact for Metro's side-system scheduling/timekeeping systems for pay issues, system updates, or interface file questions.
  • Research and prepare confidential labor relations reports relating to negotiations, grievances, Department of Labor and Industries (L&I) inquires.
  • Participate in the Business Intelligence (BI) Insights Data Governance group.
  • Participate in Labor/Management and third-party hearings as necessary.

Improve Processes through Technology, Organizational Design, and Data-Driven Decision Making

  • Identify human resources business process challenges and use data analysis to influence enhancements to operations, process design and flow, technology, and user experiences.
  • Build project plans and implement improvements.
  • Stay on the leading edge of industry best practices, legal and policy requirements, and provide recommendations on continuous development of this area of practice.
  • Identify opportunities to enhance HR processes, tools, and systems through innovative product solutions.
  • Address employee pain points by developing intuitive interfaces and streamlined processes.
  • Bridge communication gaps between technical and non-technical teams.
  • Participate as a working manager on the Employee Services' Management Team (ESMT). Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

We'd love to hear from you if you have:

  • Three or more years of tactical auditing and problem-solving experience in PeopleSoft HRIS or equivalent education and experience to perform the job.
  • Supervisory experience or experience leading projects involving a team of people; knowledge, and skill in effective management techniques and principles, leading and developing teams, and coaching employees.
  • A drive to collaborate, exercising a high level of tact, good judgment, diplomacy, and healthy working relationships with diverse groups of people.
  • Robust knowledge of PeopleSoft structure, functions, and processes.
  • Experience working in a highly unionized public sector environment.
  • Experience in implementing and administering sections of collective bargaining agreements, memoranda of agreement, and settlements.
  • The ability to communicate complex and technical pay-related calculations using clear, simple language and visuals.
  • Excellent customer service and communication skills with an ability to answer questions tactfully and diffuse difficult situations with employees at all levels in the organization.
  • Strategic planning experience, project management knowledge, and an ability to build a plan and implement it to completion, leveraging effective change management principles along the way.
  • Strong auditing, risk assessment, and compliance skills and experience.
  • Familiarity with general human resources processes and procedures within the employee life cycle.
  • An ability to navigate work with integrity and confidentiality, handling sensitive information with the highest level of discretion.
  • Capability to anticipate, draw informed conclusions, and adapt to evolving needs.
  • The ability to identify gaps in processes, gather information from partners and customers, and develop plans to mitigate those gaps.
  • Strong skills in healthy conflict resolution and a demonstrated ability to apply them.

Highly competitive candidates will also have:

  • Six or more years of advanced knowledge of PeopleSoft HRIS, processes, policies, and procedures
  • Three or more years' experience supervising employees including appraising performance, coaching, and delivering constructive feedback.
  • Basic understanding of some concepts and principles of labor law, transit, and trade unions.
  • Formal training in the management of information systems, computer science, business management systems, or a similar discipline.
  • Project Management Professional Certificate, Lean Six Sigma Green or Black belt, or any other project management certificate, or change management certificate.

Work Schedule

This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not eligible for overtime pay if scheduled. The work schedule is normally Monday through Friday, 8:00 a.m. - 5:00 p.m. Variations may be required depending on the demands and needs of the work.

Work Location: The work associated with this position is currently being performed in a hybrid fashion including teleworking, complemented with onsite work and meetings as needed. Frequency of onsite work will vary based on business and operational needs. Primary on-site work location is, 201 S Jackson St, Seattle, WA (King Street Center).

Teleworking Requirement

Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
