Job Summary:

Provides consultative leadership to assigned business unit or internal customer group(s) to drive people development. Responsible for development, implementation, and administration of high-value, quality human resources programs, practices and procedures often encompassing several areas of human resources including employee relations, talent acquisition, talent management, compensation and benefits, and training, etc. Activities may include the following as well as others:

Principal Responsibilities:

  • Consults with management to define and execute HR initiatives in support of business strategy

  • Engage with COE HR functions to collaboratively implement HR programs and policies

  • Serves as a business partner, change agent, and may serve as a member of the line leadership staff

  • Participates in or leads HR projects

  • Analyzes business challenges and HR programs to identify improvement opportunities

  • Scans and benchmarks the marketplace to identify and leverage best practices and trends to influence the business and HR agenda

  • In some regions, may serve in a multitude of HR capacities including compensation, benefits, talent acquisition, performance management, learning and development, event planning, workforce reporting and payroll

  • Participates in the rollout of company-wide HR initiatives

  • Manages escalations and dispute resolutions through company programs and policies

  • Applies governmental regulations to the development of HR programs

Job Level Specifications:

  • Thorough knowledge of principles, theories and concepts in area of professional expertise. Is competent in all job functions and has general understanding of the industry practices, techniques and standards.

  • Develops solutions to a wide variety of problems and works on projects requiring evaluation and analysis. May refer to policies, practices and precedents for guidance but determines best course of action to achieve results.

  • Work is performed independently requiring judgment and discretion. May receive some limited guidance for new assignments. Work may be reviewed for overall adequacy.

  • Interacts with management and professionals within department and other parts of the organization. May represent department externally on projects or with clients.

  • Actions impact the success of the overall department and sometimes the organization. Failure to accomplish work or erroneous decisions will result in delays to projects, loss of revenue or allocation of additional resources to remedy.

Work Experience:

  • 3-5 years with bachelor's or equivalent.

Education and Certification(s):

  • Bachelor's degree or equivalent experience

Distinguishing Characteristics:

  • PHR/SPHR certification preferred (in U.S.)

Learn more about this agency Responsibilities This is a developmental position in a formal trainee program which provides entry at other than the full performance level and development for future assignment as a Human Resource Manager. The program includes a period to familiarize the incumbent with the administrative and managerial functions of the Human Resource Manager position. (Selectee will remain in the trainee program from 12 to 24 months.) The Human Resource Manager Trainee will provide assistance to the Human Resource Manager (HRM) in advising the Warden in matters relating to the management of the Human Resource Department. Primary responsibilities include local labor management negotiations, disciplinary and adverse actions, and grievance procedures; staffing (recruitment, requesting certificates of eligibles, interviewing, and pre-employment processing) and workforce projections; career counseling; the performance evaluation and incentive awards programs; time and attendance, leave administration, and compensation; and employee development functions. Specific training functions will include: providing and coordinating local training, tracking mandatory training compliance and evaluations, the mentoring program, and the training needs assessment/annual training plan. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.
