Human Resources Manager for Timekeeping Operations

POSITION DETAILS

Reporting to the Benefits Director, the Human Resources Manager for Timekeeping Operations will manage the team that handles all aspects of employee timekeeping for full-time teaching and non-teaching instructional staff to include Faculty, Executive Compensation Plan (ECP) , Higher Education Officers (HEOs), College Laboratory Technicians (CLTs), and Classified Staff including Hourly staff; maximize the effectiveness and efficiency of the HR Timekeeping function working closely with the HR Director and the Human Resources management team, as well as communicate with all QCC staff as outlined in the below duties in accordance with CUNY and College policies and procedures, collective bargaining agreements, and relevant federal, state and city laws and regulations.

  • Oversee a staff of timekeepers, including full and part time instructional and non-instructional staff, classified and part time hourly staff, and non-teaching adjuncts as needed

  • Manage and monitor time and leave related functions and issues, assist employees with access to time keeping systems, resolve questions and provide relevant reports to employees and supervisors

  • Maintain an in-depth knowledge of timekeeping and payroll rules and provides timely resolution to all related employee issues and inquiries

  • Oversee the data entry of all time and leave actions, daily audit reviews of CUNYfirst transaction reports, applicable data corrections, and makes recommendations for process changes in accordance with changes in regulations

  • Coordinate information with Payroll and Benefit Offices regarding terminations, resignations, retirements, Fellowships, and other leaves

  • Ensure accurate and timely processing of all required information with the Payroll Office

  • Facilitate continued transition to digital timekeeping including implementation of new software, troubleshooting, reporting, and training

  • Identify, recommend, and implement operational improvements to streamline HR and electronic processes and procedures for time and leave

  • Maintain data integrity within HR systems (CUNYFirst, Docuware, Timesheet X, TCP, and other time/leave systems) and prepare materials for agency audits and internal annual reporting

  • Train staff and the college community in the usage of all systems and provides written instructions on operating procedures

  • Act as a liaison on behalf of HR with the College IT team, Central Office units and external vendors for all system implementations, issues, and requests

  • Serve on various College and University committees and performs special projects and other duties as needed

QUALIFICATIONS

Bachelor's Degree and six years' related experience required, or

Master's degree plus four years' related experience.

PREFERRED QUALIFICATIONS

  • Experience working in a Higher Education setting in the field of Human Resources

  • Experience working in Benefits and/or Payroll departments, preferably in a Higher Education setting

  • High-level of expertise with a variety of timekeeping functions and collective bargaining contracts

  • Familiarity with New York City, New York State, and Federal time and leave policies, such as Workers' Compensation, Family Medical Leave Act, and Paid Family Leave

  • Experience working with and maintaining data integrity in HR-related electronic systems, including HRIS, PeopleSoft/CUNYfirst, time and leave systems such as TimeSheet X and TCP

  • Must be detail-oriented, possess strong management, analytical, and customer service skills

  • Experience in interpreting, applying, and providing guidance on time and leave policies including city, state and federal regulations, labor contracts, policies, and procedures in a unionized environment

  • Ability to establish and maintain effective working relationships with senior administrators, faculty, and staff

  • Excellent communication and writing skills

This position is hybrid and requires some on-site work and is subject to change.

CUNY TITLE OVERVIEW

Manages a portfolio of Human Resources programs and operations at the College level.

  • Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology

  • Manages staff responsible for carrying out operations in the Human Resources office

  • Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees

  • Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements

  • Provides outreach to employees and provides communications such as meetings, newsletters, and web sites

  • Compiles accurate and well-organized reports

  • Assists management with developing policies, procedures, and programs to support Human Resources' objectives

SALARY RANGE:$82,928 - $100,32.SALARY RANGE:$82,928 - $100,329.
