The City of Redlands is seeking two (2) experienced, highly effective and motivated Human Resource Managers to join our team. The two (2) manager positions will provide proactive leadership and strategies to the Employee Relations/Risk Management Division and the Employee Services/Recruitment Division within our dedicated Human Resources and Risk Management Department. The City of Redlands, located 60 miles east of Los Angeles, is a full-service City providing police, fire, water, wastewater, and solid waste services as well a library, airport, and cemetery. The City currently employs approximately 600 employees and has nine (9) labor associations. The ideal candidate(s) will:

  • Actively execute established recruitment, risk management and related human resources programs and strategies aimed at creating a well-rounded and proactive culture for employees, departments and the community.

The Position

Under direction of the Assistant Director of HR/Risk Management, assists with the planning, development, implementation, administration, and daily coordination of the activities and operations of the Human Resources and Risk Management Department, while balancing various department needs with the operational success of the City. This includes but is not limited to recruitment, selection, retention, succession planning, talent management, performance evaluation, training, diversity, equity and inclusion, benefits, leaves, employee and labor relations, discipline, legislation compliance, risk management, safety, classification and compensation; and provides professional, analytical and administrative support to the Assistant Director of HR/Risk Management and the Director. Periodic attendance at City Council, department and community meetings, job fairs and various outreach activities for presentations, training, facilitation and performs related work as required.

HR Manager, Employee Services/Recruitment

The position will assume management responsibility of operational functions and strategic efforts to attract, retain, develop and support our diverse workforce and ensure an exceptional employee life cycle experience. This position currently manages one (1) HR Analyst, three (3) HR Specialists, and one (1) Administrative Assistant and oversees operations of recruitment and selection, onboarding, benefits administration, employee training and development, recruitment and retention strategies, succession planning, leaves, wellness, DEI, policy development and employee recognition activities. Serves as a liaison with applicants, employees, retirees, departments, labor associations and various stakeholders. Will coordinate employee engagement and community outreach activities with education, trade and professional associations.

HR Manager, Employee Relations/Risk Management

This position will manage and foster positive employee and labor relations, proactively managing risk reduction, provide operational efficiencies, maintain a safe, secure and healthful work environment, ensure legal and regulatory compliance. This position currently manages one (1) HR Analyst and one (1) Risk Management Specialist and oversees risk management programs, operations and activities including workers' compensation, recommendations for settlement, modified duty programs, return to work, liability claims, safety programs, discipline, policy development, administrative investigations and labor relations. Manages the City's insurance programs, assesses policy adequacy, determines funding and reserve levels for risk and insurance programs and prepares an annual risk management budget. Serves as a liaison with the City Attorney, external legal counsel, joint powers insurance authorities, settlement conferences, mediation, trial as a representative, departments, labor associations, Third Party Administrators and related consultants.

Examples of Duties

Examples of duties may include, but are not limited to, the following:

  • Continue development of HR best practices and performance metrics for measuring the effectiveness of HR programs;

  • Oversee the planning and implementation of staff development, leadership development, and other training programs;

  • Select, train, motivate, and evaluate assigned personnel; provide and/or coordinate staff training; work with employees to correct deficiencies;

  • Administer employee disciplinary policies and procedures; provide assistance to staff on disciplinary issues and action to be taken; respond to complaints or claims of discrimination and harassment;

  • Participate in union-management contract negotiations, grievances, and arbitration; advise staff regarding the provisionsofexistingemployeecontractsandagreements;conductresearchonnegotiableissues;ensurethattheprovisionsofthenegotiatedcontractsareimplementedbyoperatingdepartments;

  • Assist with development of the budget; recommend adjustments as necessary;

  • Schedule and coordinate long term and short-term training and development needs and schedules consistent with the City's Comprehensive Trainingand Development Plan; develop, implement, and conduct supervisory and otherspecial training sessions;

  • Develop and implement new or revised human resources programs, systems, procedures, and methods of operation; Research, collect, compile, and analyze information from various sources on a variety of specialized human resources topics; prepare comprehensive technical records, reports, and summaries;

  • Present and interpret data, identify solutions, and make and justify recommendations;

  • Oversee the recruitment and selection function in accordance with Federal and State laws and City policies and procedures;

  • Manage the planning and development in the City's Self Insurance, Liability, and Workers Compensation programs;

  • Monitor legislation and analyze proposed legislation to determine impact on human resources operation and programs;

  • Interpret personnel policies and procedures; ensure the City's compliance with policies and contracts, as well as Federal, State and local human resources management regulations; review and analyze reports, legislation, court cases, and related personnel matters;

  • Serve as a liaison with employees, public and private organizations, community groups, and other organizations; provide information and assistance regarding human resources programs and services; receive and respond to sensitive inquiries and complaints; review problems and recommend corrective actions;

  • Conduct investigations into allegations of violations of City policy;

  • Assist with administration of the City's classification and compensation plan;

  • Participate on a variety of committees and task forces; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of human resources and risk management;

  • Manage contracts to reduce risk, ensure compliance with purchasing guidelines;

  • Support positive relations between the City and the public, maintaining confidentiality and performing related duties and responsibilities as assigned.

Qualifications

Qualifications Education:

A Bachelor's degree from an accredited college or university with major coursework in business or public administration, human resources management, or a related field. A Master's degree is desirable. For degrees obtained outside of the U.S., an official equivalency evaluation is required.

Experience:

Five years of responsible human resources experience including two years of lead or supervisory responsibilities.

Experience in online recruiting solutions (the City utilizes NEOGOV) is desired.

Licenses and Certifications:Posses and maintain an appropriate,validdriver'slicense.Possessionofaprofessional designationin

HumanResources(IPMA,SHRM)ishighlydesirable.

Essential functions require the following physical abilities and work environment:

  • Ability to work in a standard office environment;

  • Abilitytotraveltodifferentsitesandlocations;

  • Ability to sit, stand, walk, kneel, stoop, crawl, twist and climb; exposure to heat, noise, outdoors, chemicals, confining workspace, mechanical hazards, and electrical hazards; lift, drag and push files, reports, or other materials weighing up to 25 pounds is also required.
