JOB SUMMARY

Administer human resources policies and programs, balancing employee advocacy and business operating needs. Promote equity, fair treatment, and positive employee relations and ensure compliance with state and federal employment laws.

Provide comprehensive HR support, directly or indirectly to a designated client group in the area of recruitment and retention of critical talent, continuous performance coaching and management, pro-active issue/problem identification and resolution, and coaching and development for more effective leadership decision and communication skills. Understand and support the accomplishment of business priorities. Build credible relationships with Business Leaders allowing for better decisions and organizational effectiveness

MAJOR DUTIES AND RESPONSIBILITIES

Assure Company policies are administered fairly and consistently throughout the area of responsibility

Effectively communicate and execute necessary changes to policies and procedures

Perform employee relations functions including support and counseling regarding personnel and job related conflicts, problem solving and dispute resolution, managing employee performance issues, review and assessment of termination requests

Conduct employee related investigations as necessary

Handle workers compensation, first report of injury database and safety regulations process

Coordinate the administration of all Leave of Absence programs and processes including Transitional Work Program and Accommodations Process

Conduct health and welfare benefits open enrollment meetings and employee meetings to update or roll out other benefits related programs as needed

Conduct employee and supervisor training including benefits, policies and procedures and prevention of harassment and discrimination

Ensure timely and accurate entries to the HRIS database

Ensure timely and accurate payroll entry for designated client group

Perform audit and compliance functions as requested on items such as audit reports verification, commission reports and payroll information

Maintain employee records in compliance with state and federal requirements

On an as needed basis, participate on various HR committees established to resolve employment challenges

Assist in the management and execution of bonus plans, merit processes, and routine/special request reports

Assist in the annual budget planning process as needed

May recruit and staff from internal and external sources

All other duties as requested

REQUIRED QUALIFICATIONS

Knowledge of local, state and federal employment laws and procedures

Knowledge of state and federal wage and hour laws

Knowledge of staffing and employment practices

Knowledge of employee relations procedures and applicable law

Consultative and coaching skills

Analytical skills

Knowledge of cable television products and services a plus

Bilingual: Spanish required

Required Education

Bachelors degree in Human Resources, Business, or related field or equivalent experience

Required Related Work Experience and Number of Years

Human Resources Generalist experience - 2+

Valid driver's license with satisfactory driving record within company required standards preferred

Educates employees on human resources policies, procedures, and performance development plans, emphasizing their role in providing and maintaining the goals of the organization.</p></li><li><p>Assists in recruitment and staffing, ensuring fair recruitment and selection and encouraging a high level of retention; updates job descriptions; reviews and screens applicants; organizes qualified pools of applicants for referral to hiring managers; advises applicants on hiring process; assists with reference checks and interviews. Guides new employees through the training process. Assists in the calculation of compensation for new hires.</p></li><li><p>Assist with the scheduling of temporary staffing resources through staffing agencies</p></li><li><p>Assists in the creation of reports, metrics, decisions, and results of department in relation to established goals.</p></li><li><p>Work with key leaders within the organization on various HR projects and objectives.</p></li><li><p>Partner with other departments to continually improve processes and service.</p></li><li><p>Lead specific projects or initiatives to insure timely and accurate completion.</p></li><li><p>Maintains HRIS system to organize and analyze information used in varied human resources functions. Compiles and analyzes data. Prepares and processes special and recurring reports and administrative records. Monitors employee retention.</p></li><li><p>Creates and updates policies, procedures, and processes to insure efficient operations and compliance with regulatory requirements.</p></li><li><p>Audits and assesses human resources processes and practices; identifies, researches, and resolves problems; coordinates policies with organizational goals</p></li><li><p>Assist in the development and maintenance of affirmative action program, annual filing of EEO-1 and VETS100 reports, and maintains other records, reports, and logs to conform to EEO regulations.</p></li><li><p>Update, coordinate and facilitate new employee orientation to foster positive attitude toward organizational objectives.</p></li><li><p>Administration of the company drug programs including DOT and Non-DOT random testing.</p></li><li><p>Coordinate with Drug testing company to set pre-employment tests for new hires and recruiting missions.</p></li><li><p>Reconcile the drug testing and background check bills.</p></li><li><p>Act as backup for various HR positions as needed.</p></li></ul><p>Knowledge, Skills, Abilities, and Other Characteristics</p><ul><li><p>Five (5) or more years of progressive experience in Human Resources positions in several functional areas.</p></li><li><p>Associates degree in a related field; Bachelor's is preferred.</p></li><li><p>Must have familiarity with federal and state employment laws, processes, and procedures and have a desire to deepen both knowledge and experience including but not limited to federal contracting and OFCCP.</p></li><li><p>Previous experience in a multi company environment doing business with the federal government. Government contracting experience related to HR &amp; benefits will be strongly preferred.</p></li><li><p>Proficient with computers, especially Microsoft Suite (i.e., Word, Excel, Outlook, PowerPoint).</p></li><li><p>Project management experience and associated software applications strongly preferred.</p></li></ul><p>Preferred</p><ul><li><p>Professional in Human Resources (PHR) certification.</p></li><li><p>Prior experience with HRIS data management, preferably Deltek CostPoint.</p></li><li><p>Prior experience dealing with or working in a union environment.</p></li><li><p>Prior experience working with an Alaska Native Corporation or ample knowledge of Alaska Native culture.</p></li></ul><p>NECESSARY PHYSICAL REQUIREMENTS</p><p>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
