Position Description

The Harris County Attorney's Office (HCAO) is seeking a Human Resources Generalist to join our office to help facilitate, coordinate, and execute the daily functions of the Human Resources (HR) department including management of personnel, communications, and policy administration. Under general supervision, the Human Resources Generalist is responsible for recruiting, onboarding, maintaining personnel records, offboarding, and providing overall support in Human Resource-related matters.

The selected candidate may be eligible to participate in the HCAO telework program.

Duties and Responsibilities:

  • Collaborates with Hiring Managers to understand skills and competencies required for position.

  • Recruits and facilitates the hiring of qualified job applicants for positions including, but not limited to developing job descriptions, posting positions internally and externally, reviewing applications, scheduling interviews, verifying prior work history, conducting reference checks, facilitating skills assessment testing, and preparing and sending offer letters.

  • Liaises with staffing agencies to temporary and contract staff.

  • Initiates and coordinates new hire onboarding procedures including providing new hire with required paperwork, scheduling orientation, and submitting requests for new hire setup.

  • Conducts new hire orientation on first day.

  • Processes personnel transactions including new hires, separations, FMLA/ADA requests, leave of absence requests, salary increases, and division changes

  • Generates employee, salary, and financial reports as requested by the Human Resources Manager.

  • Acts as a first point of contact for employees for time and attendance, payroll, and benefits related questions.

  • Maintains employee personnel and medical records within PeopleSoft (STARS) and Administrative Database.

  • Assists personnel with personal changes in PeopleSoft (STARS) Employee Self-Service.

  • Assists with planning and implementation of HR policies and procedures.

  • Assists with coordinating and facilitating Internship Programs including attending recruitment events, processing applications, administering required paperwork, conducting orientation, and organizing program events.

  • Assists with coordinating and promoting County offered wellness activities and team building events within office.

  • Responds to requests for verification of employment and unemployment claims.

  • Provides additional administrative support to management as requested.

  • Generates and reviews timekeeping related reports to ensure compliance with current Harris County Policies and Procedures as needed.

  • Performs other related duties as assigned.

Requirements

Education and Experience:

  • Bachelor's degree in Human Resources or a related field, plusat least one (1) year of demonstrated experience in human resources management

OR

  • Five (5) years demonstrated experience in human resources management.

  • Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems.

  • Ability to comply with the Harris County Personnel Policies and Procedures and the policies of the County Attorney.

General Information

Located in downtown Houston, the Harris County Attorney's Office represents Harris County government, the Harris County Flood Control District, the Harris County Toll Road Authority, and the Greater Harris County 9-1-1 Emergency Network in all civil matters, including lawsuits. The office also provides legal advice to county officials and employees.

Position Type, and Typical Work Schedule:

  • This is a full-time position.

  • Days and hours of work are typically Monday through Friday, 8:00 am - 5:00 pm, with occasional weekends and holidays as necessary.

  • The selected candidate may be eligible to participate in the HCAO telework program.

Work Environment:

  • This job typically operates in a professional office environment, and the person in this role uses standard office equipment such as computers, printers, scanners/copiers and phones.

Physical and Mental Demands:

  • This is largely a sedentary role that requires standing or sitting for prolonged periods, exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body, repetitive motions requiring dexterity such as keyboarding that may include the wrists, hands, and/or fingers, communicating with others to exchange concepts and information, problem-solving, decision-making, organization, the ability to read/write, and the ability to manage workplace stressors such as adversarial interactions.

Compensation:

  • The base compensation for this position will be determined on the candidate's qualifications and the pay of other employees in the job function.

  • Total compensation includes attractive paid leave programs, health benefits, and retirement plans.

  • In addition, the position is eligible for the accrual of compensatory time off for hours worked over 40 in a workweek, consistent with Harris County personnel policies and procedures.

Employment may be contingent on passing a drug screen and meeting other standards.
