Job Purpose

The purpose of this position is to perform a variety of confidential and complex human resource duties for the Department. The incumbent supports the Human Resources Director and leads the department in employee relations to include administering disciplinary policies and procedures, assisting employees on disciplinary issues and developing performance improvement plans; administering leave (FMLA, sick, vacation, etc.,) and workers' compensation matters; serving as the City of Helena's Safety Coordinator; reviewing and drafting personnel policies, assuring compliance with personnel policies and procedures, providing direction and clarification on policy interpretation; supporting union/association-management interactions; organizational development to include administering and managing the City's classification and compensation plans, succession plans, and employee training.

Essential Duties

These job functions are the essential duties of the position and are not all-inclusive of all the duties the incumbent may be assigned.

Duty 1: Classification and Compensation Administration

20% Time

Essential

Tasks:

  • Provide leadership in developing and implementing salary plans.

  • Conduct salary analyses: analyze and determine appropriate pay grade and step based on position analysis:

  • Communicate and work with supervisors and employees in implementation of sound compensation practices and compliance with policies.

  • Maintain and evaluate salary plans on an ongoing basis with an eye toward internal equity, equal pay for equal work, disparate treatment, and implicit bias.

  • Assist and support departments in developing and updated position descriptions.

  • Develop and participate in salary surveys.

  • Communicate salary policies and interpretation to employees.

  • Collaborate with Payroll personnel to assure accurate employee pay.

  • Assist with analyzing and developing salary and benefit budget projections.

  • Calculate and communicate annual longevity payments.

Duty 2: Employee Leave Administration for all City of Helena employees (includes four unionized contracts)

20% Time

Essential

Tasks:

  • Administer Family Medical Leave Act adherence including City's Paid Parental Leave.

  • Correspond with employees and appropriate medical providers to determine appropriate leave qualification.

  • Track leave (FMLA, sick, vacation, comp time, etc.) usage and communicate with employees, supervisors and the HR Director regarding the status of an employee leave.

  • Follow all FMLA laws and requirements along with City FMLA policy ensuring that City administers the leave appropriately.

  • Conduct leave analyses as needed.

  • Consult with the Human Resources Director in cases of potential excessive or abusive use of leave.

  • Manage and administer sick leave donations for the City; tracks available sick leave donations bank and eligibility for individuals making requests.

  • Assist employees and supervisors with military leave and ensure compliance with USERRA and other applicable laws.

Duty 3: Develop and Administer Safety Program

10% Time

Essential

Tasks:

  • Lead the City Safety Committee:

  • Plan, coordinate, and conduct safety trainings and self-inspections.

  • Provide support and guidance to departments and employees concerning safety matters.

  • Maintaining applicable OSHA documentation from worker's compensation reports.

  • Coordinate and schedule safety training.

  • Safety record keeping.

  • Manage and mitigate worker's compensation claims:

  • Develop and schedule training to address work comp injury trends and issues.

  • Coordinate with supervisors in developing light duty/back-to-work plans for injured workers.

Duty 4: Manage and Administer Drug Testing Program

5% Time

Essential

Tasks:

  • Act as the City's Designated Employer Representative (DER) and apply the City's FTA & FMCSA Drug and Alcohol Policy, HPD Drug and Alcohol Policy, and other related policies to all covered employees.

  • Manage the City's drug and alcohol testing program including quarterly random testing, post-incident, and reasonable suspicion testing.

  • Perform annual FMCSA Clearinghouse driving checks.

  • Report any policy violations to supervisors, FCMSA Clearinghouse and any other applicable authority.

  • Coordinate with employee, supervisors, and designated Substance Abuse Professional (SAP) for recommended return-to-duty programs if applicable.

  • Maintain records pertaining to the drug and alcohol testing programs including chain of custody forms, test results, return-to-duty programs, and FTA / DOT audit information.

  • Coordinate and schedule annual drug testing training for supervisors.

Duty 5: Manage Employee Relations

20% Time

Essential

Tasks:

  • Effectively resolve employee and supervisor employment-related concerns.

  • Provide legal and policy-compliant advice, support, and assistance to employees and supervisors on disciplinary issues.

  • Administer and manage formal employment-related grievances and appeals.

  • Review and evaluate employee performance evaluations with an eye toward consistency and compliance with applicable laws and policies.

  • Develop and administer performance improvement plans.

  • Support Union activities and negotiations:

  • E.g., Keep meeting minutes; provide feedback regarding negotiation process; provide data and research information.

  • Conduct exit interviews.

  • Advise Director of extraordinary circumstances regarding personnel/performance issues, benefits, issues, and work comp claims; offer recommendations and advice on resolution.

Duty 6: Manage Worker's Compensation

20% Time

Essential

Tasks:

  • Worker's Comp:

  • Maintain applicable OSHA documentation from worker's compensation reports.

  • File First Report of Injury reports

  • File annual Injured Employee Report to OSHA/DOL

  • Develop and schedule training to address work comp injury trends and issues.

  • Coordinate with supervisors in developing light duty/back-to-work plans for injured workers.

  • Facilitate and lead the claim filing processes.

  • Respond to alleged violations of rules, regulations, policies and procedures.Advise Director of HR of potential issues that may result in a formal grievance.

  • Shared HR Staff Responsibilities

5% Time

Tasks:

  • Onboard Employees.

  • Off-board/Exit Employees.

  • HR budgeting: exercise sound and responsible fiscal management.

  • HR office management.

  • Represent the HR Office in City and external meetings.

  • Assure data integrity for all City employee demographic, salary and benefit information.

  • Other duties as assigned.

Work Schedule

Hours of work: 8:00am - 5:00pm

Days of the week: __Sun _x_Mon _x_Tues _x_Wed _x_Thurs _x_Fri __Sat

Knowledge, Skills and Abilities

Essential Knowledge, Skills and Abilities Related to this Position: -

Knowledge of:

  • Principles of motivation and leadership.

  • Aptitude and knowledge of Microsoft and/or Google software suites (Teams, Access, Excel, Word).

License and/or Certificate Requirements

PHR/SPHR or other HR certification preferred.

Minimum Qualifications (Education, Experience, and Training):

This position requires a bachelor's degree in a related field such as accounting, finance, human resources, business administration, organizational development, management. The position requires five or more years of increasingly responsible job-related work experience in human resources to include recruitment, position/salary analysis (classification and pay administration), labor relations, organizational development, employee relations. Experience in a public entity or governmental agency is desirable. Experience in administering safety and worker's compensation preferred. Other relevant combinations of education and work experience may be evaluated on an individual basis.
