The HR Generalist is responsible for all functions related to recruiting and onboarding. This position is responsible for planning and coordinating effective recruitment strategies with program managers and other stakeholders. This role is also responsible for other functions associated with human resources, including but not limited to, employee relations, labor relations, benefits, staff development, compliance, and employee recognition. This is a confidential position and assists the Executive Director of Human Resources with labor negotiations and collective bargaining agreement interpretation on behalf of administration. 

This role requires extensive interaction on the phone, email, virtual and in-person with both applicants and internal customers. The person in this role will use technology to efficiently and quickly do all aspects of their job. The position requires a self-starter who can work independently and with a team, utilizing intermediate knowledge of Microsoft Office products, PeopleSoft, and other business systems.

This position will be opened until filled. Essential Job Duties

  • Provide excellent customer service to all employees, colleagues, and customers by creating an environment where people feel welcome and like they belong.
  • Responsible for full-cycle recruitment activities for specific departments, which includes managing the recruitment process from requisition to hire.
  • Work with Executive Director of HR, DEI Officer, department managers, and supervisors to develop effective recruitment strategies.
  • Responsible for ensuring equitability through reviewing and revising job duties, qualifications, knowledge, skills, and abilities to create appropriate recruitment tools including writing job announcements and descriptions.
  • Monitor and ensure compliance with college, local, state, and federal regulations in all recruitment and hiring functions.
  • Provide training to managers and supervisors on hiring processes, procedures, and legal requirements.
  • Answer inquiries from management, employees, and applicants on recruitment processes and procedures.
  • Collect, verify, and analyze data (i.e. recruitment, hiring, turnover ratios, etc.) creating reports for the Executive Director of HR.
  • Responsible for overseeing the new employee orientation process in conjunction with other HR staff.
  • Provide interpretation, information, and advice regarding college policies and procedures, collective bargaining agreements, and state/federal rules and regulations.
  • Assist in the development and documentation of HR practices, policies, procedures, training materials and other communication tools to ensure departments meet compliance requirements.
  • PeopleSoft compliance to include collaborate with other HR staff to include data cleansing, process mapping, workshop participation, etc.
  • Complete requested desk audits, peer reviews, reclassifications, and job description updates in compliance with departmental guidelines.
  • Conduct job analysis and desk audits to ensure proper classification and reclassification placement in accordance with collective bargaining agreements and Fair Labor and Standards Act (FLSA).
  • Assist employees with Family and Medical Leave (FMLA), Paid Family and Medical Leave (PFML), Labor & Industries (L & I) claims, and accommodation requests related to the American with Disabilities Act; which includes tracking and follow-up of these request and processes.
  • Responsible for employee relations, labor relations, benefits, staff development, compliance, and employee recognition as assigned by the Executive Director of HR.
  • Maintain high level of confidentiality and security of information related to all aspects of HR and Payroll operations.
  • Conduct employee investigations as needed.
  • Provide mentorship and guidance to HR Team.

Non-Essential/Other Functions

  • Assist with planning and execution, and/or coordinate events.
  • Work as a team with HR and Payroll staff to ensure that employee records remain compliant in to prescribed standards.
  • Respond to public records requests as well as initiate, coordinate, and collect litigation hold notices and discovery as needed.
  • As needed, schedule and monitor completion of required classes or trainings.
  • Act as a back-up to other HR/Payroll Department members as needed.
  • Accountable for keeping personal development up-to-date; adding to skills and knowledge through courses that may be available through the Bates Technical College courses, professional development committees, etc.
  • Participate actively and collaboratively on committees for college as needed including but not limited to staff recruitment, college councils, etc.

  • Bachelor's degree in Human Resources, I-O Psychology, or closely related field from an accredited college or university; and
  • At least two (2) years of recruitment and/or HR Generalist experience; and
  • Above Basic to Intermediate level skills in the following programs: Adobe DC, Adobe Sign, Office 365, Zoom, Teams, and Excel.

Allowable Substitution

If necessary, alternative combinations of education and experience may be evaluated by Human Resources for comparability.

Preferred Qualifications

  • Experience using NEOGOV.
  • Experience using PeopleSoft (ctcLink) in a higher education setting.
  • Proven ability to provide data analytic reporting through use of intermediate to advanced level Excel skills and charts.
  • SHRM-CP or PHR.
