The West Virginia Division of Finance is hiring a Human Resources Generalist 2 in Charleston, WV. This is a great opportunity to work in a position that supports all Department of Administration (DOA) agencies and over 22+ Boards and Commissions with human resources/payroll services. The HR Generalist 2 will:

  • Process onboarding and offboarding documents and personnel transactions in the OASIS system.

  • Process all payroll (e.g. direct deposit, taxes, miscellaneous deductions, retirement deductions, etc.), benefit, and retirement forms and transactions for all DOA agencies.

  • Serve as a benefits coordinator for DOA agencies, boards, and commissions by reviewing, completing, and signing off on PEIA and FBMC forms for new hire enrollment, open enrollment, change in status, or change of name/address form.  Verify changes are made in the system accordingly. Enter and change deductions in OASIS as required by the type of change.

  • Run payroll reports and verify correct payroll payments biweekly.

  • Verify prior service for employees, create, and maintain Progression Date Calculators (PDCs), and enter appropriate transactions to ensure increment and service dates are correct in the OASIS system.

  • Draft, enter, and approve postings for several DOA agencies in the NEOGOV system. Request Public Service Announcements (PSAs) and registers as necessary if the agency wants to post and hire externally.

  • Maintain personnel files for DOA agencies and boards/commissions.

  • Review Position Description Forms (PDFs) for DOA agencies as requested to make suggestions and notes before submission to DOP.

Training:Bachelor's degree from a regionally accredited college or university.

Substitution: Candidates may substitute related experience for the required education at the rate of one (1) year of experience for thirty (30) semester hours of education.

Experience:Four (4) years of full-time or equivalent part-time paid professional human resources, payroll, bookkeeping or accounting experience.

Substitution: Graduate course work from a regionally accredited college or university may substitute at the rate of one (1) year of experience for fifteen (15) semester hours of education.

Note: A valid driver's license may be required.
