The Orange Southwest School District (OSSD), located in central Vermont, serves approximately 900 students in grades Pre-K through 12. OSSD seeks a Human Resources Director. The ideal candidate will play an integral role in supporting and enhancing the District's commitment to teachers, paraeducators, support staff, and administrators. The ideal candidate will bring HR leadership to foster a dynamic and inclusive environment for all staff and educators.
The Director of Human Resources is a key member of the school district administrative team and provides strategic leadership, direction and guidance for all human resource functions, including recruiting, succession planning, employee engagement, talent management, benefits and compensation, contract negotiations, contract renewal process, as well as collaborating to provide state-required training and staff development. This position is charged with developing and executing human resources strategy in support of the overall operational and strategic plan of the school district.
General Responsibilities:
Leads strategic and operational excellence across all aspects of HR operations
Develops, optimizes and facilitates human resources process for all employees and retirees
Develops comprehensive strategic recruiting and retention plans
Establishes and fosters relationships with leaders throughout the organization to understand and support district priorities and employee needs
Ensures consistency and adherence to policies and applicable employment law
Specific Responsibilities:
Oversees and administers leave requests and accommodations requiring specialized attention, particularly those arising under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), state and local leave laws, and long-term disability plans
Manages sick leave, vacation, and other time away in accordance with federal and state regulations, and contractual agreements
Administers employee health and welfare plans
Ensures distribution of required employee notices and information
Maintains records on employees with provisional licenses for reporting to AOE
Administers all benefit plans including group health, flexible spending, dental and vision, accident and disability, life insurance, and 403(b) plans
Timely and accurately processes enrollments, changes, and terminations
Processes required documents through payroll and providers to ensure accurate record-keeping and proper deductions
Prepares meetings designed to help employees obtain information and understand company benefits and other related incentive programs
Administers time-off programs in accordance with internal practice and applicable union agreements, including maintaining accurate information in data systems
Advises administrators and employees on the interaction of leave laws with paid time off, workers compensation, and short-term and long-term disability benefits; effectively interprets legal implications
Facilitates reasonable accommodation requests in compliance with ADA
Maintains complete and accurate records of leave and accommodation requests in accordance with specified legal requirements and documentation of best practices
Preserves confidentiality of employee medical documentation and files
Files and follows-up on Workers Compensation claims and incident reports with third-party administrator
Completes records, reporting, and other documentation required by federal, state, and provider rules, regulations, and policies
Assists with development of training calendar; reviews, tracks, and documents compliance with mandatory training
Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews practices to maintain compliance
Performs other duties as assigned
Qualifications:
BS/BA degree in human resources or related field
Experience in supporting leaders and staff in a Pre-K-12th grade environment preferred
Knowledge, Skills and Abilities:
Working understanding of human resource principles, practices and procedures; maintains knowledge of HR trends and best practices
Knowledge of the leave requirements and other legal protections afforded by FMLA, ADA, and other applicable laws
Excellent communication, interpersonal, and customer service skills
Organizational skills and attention to detail
Time management skills with a proven ability to meet deadlines
Ability to work flexible hours and travel to varying locations as needed
Proficient with or aptitude to learn Google G Suite, Microsoft Office Suite, Adobe Acrobat Pro, ERP Tyler Portico financial HR software and other platforms as needed
