OVERVIEW:

The Divisional Human Resources Director (HRD) serves as a member of the Command management team by providing strategic HR leadership and consultation to all officers and line managers in: recruitment and selection, compensation and benefits, employee relations,

litigation claims and people-related matters impacting the organization, so that the goals and objectives are achieved with in the Command.

DUTIES:

Oversee employment related compliance throughout the Command, in accordance with Salvation Army policy and procedures, and individual state labor law requirements. The HRD will work closely with onsite field HR representatives and management to ensure coordination

of the daily functions of HR including, but not limited to benefits, payroll and risk management, ensuring that projects and activities are completed in a professional, efficient and strictly confidential manner. The HRD will also serve as the liaison between

the Division and Territorial Human Resources (THR). Some travel will be required.

1.Understand all Salvation Army policies and procedures, and pertinent laws and regulations (US Dept of Labor, AK/OSHA, ADA, Dept. of Fair Employment and Housing, OFCCP etc.).

2.Oversee that corps/unit within the Command are in compliance with Salvation Army policies and procedures, as well as labor law requirements.

3.Respond efficiently and professionally to questions from corps/units on a variety of HR, personnel, benefits, payroll and risk management issues and policies.

4.Supervise the HR department staff to ensure that reports, projects and activities are completed in a professional and efficient manner.

5.Develop and maintain systems for the HR department and the Division, to ensure the smooth and efficient daily operations.

6.Provide training to officers and line managers on HR, personnel, benefits, payroll and risk management related matters, including quarterly webinars, conference calls.

7.Assist corps/units in the handling of HR matters.

8.Conduct HR audit visits to corps/units.

9.Manage performance evaluation process for the Command.



  1. Prepare and process HR submissions for the weekly Command Finance Council (CFC) and update the Divisions employee list following each meeting.

  2. Develop and update the Divisions personnel policy and procedure for the consideration of the Divisional Secretary for Business (DSB) and/or the CFC.

  3. Review reports pertaining to personnel, benefits, payroll and risk management.

  4. Oversee the content of the HR folder in the shared computer drive, ensuring that the personnel materials and information remain current and easy to reference.

  5. Oversee Ultipro payroll related matters and ensure that employee data in the Ultipro program is current.

  6. Oversee workers compensation program to include the Injury Illness Prevention Program (IIPP)

  7. Oversee the Employee Relations Program.

  8. Oversee the Employee Benefits Program.

  9. Oversee the Employee Appreciation Program.

  10. Assist in the coordination of employee activities for the DHQ Employee Committee.

  11. Oversee the child safety background check program.

  12. Be trained in the Salvation Armys Protecting the Mission (PTM) program and serve as a Divisional PTM Consultant.

  13. Ensure the Divisions current and former personnel files are maintained in an orderly manner, and in compliance with the requirements of TSAs internal and external auditors.

  14. Ensure the confidentiality of employee information is maintained within the department as well as in the corps/units.

  15. Communicate with THQ departments (HR, risk management and legal) on department matters, as needed.

  16. Process retirement applications for employees.

  17. Assist the finance department with information concerning personnel costs for the divisional budget.

  18. Process and resolve billing issues.

  19. Any other duties as assigned.


QUALIFICATIONS:

Bachelors Degree in Human Resources or closely related field required.

At least 10 years experience in Human Resources, with a minimum of 5 years of management experience as a department head, or any equivalent combination of experience or education that provides the knowledge and abilities necessary to perform the work.

At least 5 years experience managing HR operations within a multi-site / remote environment of 10+ locations

Must have a working knowledge of multi-state labor laws, workers compensation, health and welfare plans, salary administration and employee benefits. Society of Human Resources Management (SHRM-CP / SHRM-SCP) or Professional in Human Resources (PHR / SPHR)

certification, strongly preferred.

Willing to have continued training in the HR field.

Management and leadership experience.

Able to present him/herself in a poised and professional manner.

Able to operate effectively in ambiguous situations.

Diplomatic; able to provide constructive, unbiased feedback to staff at all levels.

Possess a high level of verbal and written communication and interpersonal skills.

High level of independence and initiative while working effectively as part of the team.

Excellent organizational skills; detail oriented, accurate and precise.

Knowledge of Salvation Army practices and organization desirable.

Working knowledge of Microsoft Office software (including Excel, Word and Publisher).

UltiPro payroll experience preferable.

Personal qualities sought would include evidence of: problem-solving skills, independent follow-through, assertiveness, empathy, tact and the capacity to work confidentially and under pressure.

Valid AK Drivers License required.

PHYSICAL REQUIREMENTS:

  • Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis

  • Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead

  • Ability to participate in developed programs

  • Ability to lift up to 25 lbs. (usually file boxes)

  • Ability to operate a desktop or laptop computer.

  • Ability to access and produce information from a computer.

  • Ability to understand written information.

Essential Duties of the Position: * 30% Provides quality, timely, and accurate HR consulting, policy interpretation, and other HR services needed to meet employee and business needs.
