Northrop Grumman Innovation Systems designs, builds and delivers space, defense and aviation-related systems to customers around the world. Northrop Grumman Innovation Systems is seeking a Human Resources Director in Baltimore, Maryland for our Defense Systems Group with over 5,500 employees nationwide. The HR Director serves as a strategic business partner providing direct support to the group level leadership in the accomplishment of business objectives.

The individual will be expected to be a strategic partner and consultant to help build organizational capability to meet financial and strategic goals. The selected candidate will lead a team of HR business partners to assist in the development and implementation of HR strategy, programs and policies for the group; including staffing, talent identification, performance management, employee relations, compensation, reward and recognition, succession planning, organization and staff development, leadership/bench strength development, etc.

The director will also prepare for and advise on matters pertaining to contract negotiation, grievance cases, arbitrations, conciliations, federal and state labor legislation, etc. across multiple labor unions. Project management, interpersonal, influencing and negotiation skills, business acumen, and problem solving skills required. Candidate must be flexible and a progressive thinker with a demonstrated ability to manage multiple projects/tasks from inception to completion in a changing environment.

Excellent communication, collaboration, and strategic partnering skills are required.

Basic Qualifications:

  • Bachelor's degree plus a minimum of 10 years of experience in HR professional and/or management levels or related field

  • Excellent verbal and written communication skills, demonstrated ability to effectively communicate with and influence others

  • Proven ability to lead cross-functional projects to completion, ability to organize, prioritize, plan, schedule, and follow up on concurrent tasks and elevating issues or obtaining additional resources when necessary

  • Strong problem solving skills and the ability to be flexible and change directions when needed

  • Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter experts

  • Proficient in Microsoft office (Word, Excel, PowerPoint)

Preferred Qualifications:

  • HR Labor Relations experience with contract negotiations, grievance cases, arbitrations, and conciliations

Department Overview The Department of Human Resources delivers innovative and timely human resources services and leadership to enable the City, its department, and employees to provide world class services to its diverse residents, workforce and visitors. The Position The Director & Chief Human Capital Officer's main areas of responsibility include management of the following HR functions: Recruitment and Talent Acquisition, Employee Benefits & Wellness, Classification and Compensation, Training and Employee Development, Human Resources Information Technology & System Support, Shared Services and Employee Assistance Program. The Human Resource Department is critical to our City's ability to provide municipal services to our diverse community by delivering high quality, customer focused, and timely services to the City, its departments, and employees. The ideal candidate for the Director of Human Resources position will be innovative, strategic, and technologically focused. Core Responsibilities * Provides guidance in developing strategic and forward thinking policies and procedures, programs, effective human resources strategies in support of the City of Baltimore. * Directs Citywide HR Strategic Plan, Evaluates and resolves human relations and work performance problems with each City agency. * Provides thought & focused leadership by articulating Human Resources needs and plans to the Mayor, the City Council of Baltimore and the Mayor's Executive Senior Leadership Team. * Responsible for Workforce Analysis, Succession Planning, Policy Implementation, Stakeholder Engagement etc. * Functions as a Change Agent and Strategic HR Advisor to the Mayor and each City agency regarding key management issues. * Confers with City officials regarding new HR best practices; Implements effective HR and Executive Business Plans in accordance with the Strategic vision of the Mayor and City Council. * Develops, recommends, negotiates and operates within specific budgetary guidelines as set by Bureau of Budget and Management Research (BBMR). * Ensures the City maintains an agile workforce with the Knowledge, Skills and Abilities to provide exceptional HR services through-out the City. * Forecasts and anticipates trending HR methods and techniques to ensure the City has a competitive advantage. * Oversees the administration of hearings before the Civil Service Commission. * Oversees the administration of employee benefit programs. * Administers City-wide training and development programs. * Plans, organizes and directs the City's personnel program under the provisions of the City Charter, City Municipal Code, Memoranda of Understanding, Administrative Policies, Federal, State and local laws, case law and regulations to ensure compliance therewith. * Administers the City's classification and compensation programs including reviewing reclassifications and salary adjustments. * Administers the City's Employee Assistance Plan. * Prepares and administers Human Resources Department budget and strategic plan. Knowledge of: Principles, practices and procedures of public personnel administration and management; current federal, state and/or local legislation and judicial decisions pertaining to Equal Employment, Employer-Employee Relations, and federal regulatory programs.
